NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, August 10, 2015 – Neighborhoods Inc. of Battle Creek 1. Call to Order & Welcome: Pastor Joe Hooper called the NPC #2 meeting at 7:01 p.m. 2. Attendance, Members Present: Samuel Gray, Vice Mayor Lynn Ward Gray, Bettie Robertson, Jeffrey Dinkins, Kitty Hillian, Terris Todd, Steve Lee, Erin Mapes (Chemical Bank), David Draper (Grace Health), Bill Phillips (NIBC), Dawn Wilkerson (NIBC), Pastor Joe Hooper; Absent: Geraldine King, Karen Lynn Todd, Cal Thompson, Tammie Porter, Keith McDonald, Fredrico Porter, Ron Sweet, Sheryl McDonald; Members Excused Absence:; Guests: Chris Lussier (City of Battle Creek), Officer Chad Francisco (Battle Creek Police Department), Andy Helmboldt (City Commissioner), Krista Trout-Edwards (Calhoun County Land Bank), & Christopher McCoy (New Level Sports). 3. Approval of Minutes: Motion to approve the May 11, 2015, meeting minutes was made by Kitty Hillian. Seconded by Sam Gray. Motion Carried. 4. Correspondence (sent/received) & Announcements: Sam Gray reported Kara Werner has been appointed Executive Director of Habitat for Humanity. Erin Mapes requested to be excused. Seventh Day Adventist has had two air conditioning units stolen as well as soffits. 5. Guest Presentation: Krista Trout-Edwards (Calhoun County Land Bank) presented an update to the NPC on demos & vacant lots. The Calhoun County Land Bank is in the process of prioritizing the demo properties. The Calhoun County Land Bank has a program: “Transform This Home”, allows the individual to bring the home up to code within nine months. 6. Committee & City Staff Reports: a. Police Department – Officer Chad Francisco – there were no reports available. August 4, was National Night Out, which was well attended. b. Neighborhood Services – Chris Lussier passed out code report. The reoccurring property located at 251 Wood N will be going into foreclosure due to back taxes. c. Beautiful Battle Creek Award Nominations – 247 Oneita, 283 Wood N, 170 Oaklawn, 30 Plymouth, & 27 Bernardo Place. d. Membership – N/A. e. Community Engagement –Pastor Joe Hooper has been a key player in coordinating a “Day In The Park”, which is scheduled on August 29, 2015. Pastor Chris McCoy reported to the group he met with the Singhs’ sons; however, requested to meet with their Father. For the record, Lynn Ward Gray excused herself from the motion. Motion to draft a letter on behalf of NPC #2 to the LCC to oppose the liquor license to the Citgo Gas Station located at 2718 Michigan Avenue West in Battle Creek, MI, was approved by Sam Gray. Seconded by Jeffrey Dinkins. Motion approved. f. Elected Officials – Vice Mayor Lynn Ward Gray reported Keeping You Informed topic is Fire Prevention. g. Battle Creek Public Schools – N/A. 7. Old Business: N/A. 8. New Business: NIBC will assist in getting yard signs made for NPC #2. “NPC #2 Take Pride In Our Neighborhood” – 2 color. 9. Public Comments/Member Comments: N/A 10. Next Meeting: Monday, August 10, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle Creek 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 9:12 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family-driven neighborhood where everyone wants to live. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audiotapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek.
