Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday August 13, 2015 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on August 13, 2015. The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Gloria Mansfield, Joel Fulton, Patrick Barnett, Cynde Foster, Matthew Marble, Ryan Lothschultz, Phyllis Hopkins. Absent, Excused: Serena Long. Absent, Unexcused: Timothy Conlogue City Commission: City Staff: Elijah Martin , Police Officers: Alex Barton. Guests: Marjorie Wertz, Jim Haadsma. 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: A motion by Joel Fulton with support by Matthew Marble for approval of the meeting minutes from June 2015. Motion carried with all voting in favor. 5. City Staff Reports: Police Department: BCPD Officer Barton distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officers also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is 269.781.0911 Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues. Elijah also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: There was no Battle Creek City Commissioners present. County Commissioner: Jim Haadsma reported of roads in the County. Area Schools: There was no representative present from the Lakeview School District or Battle Creek Public Schools. Placemaking Committee: Patrick Barnett spoke to the council and guests to update Committee plans and strategic initiatives. 6. Old Business: None 7. New Business: None 8. New Business tabled for future meetings: None 9. Speaker: Kara Werner, Executive Director of Battle Creek Area Habitat for Humanity spoke to the council and guests about Habitat for Humanity History, area accomplishment details, current operations including the wheelchair ramp program and critical home repair for roofing and siding. Kara also spoke about the need for volunteers, the Re-Store, and their goal for the fiscal year to help 15 families. Kara answered questions and the council and guests engaged in an open discussion. 10. Public /Guest Comments: None 11. Members Comments: None 12.
