WEST LAKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Notes June 27, 2016 The meeting was held at Lakeview Senior Living, 14661 S. Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose, Donna Kowalski, Diana Cole, Kevin Kline, and Gary Dodd Guests: Barbra Walters, Carl Fedders city of Battle Creek engineer City staff: Mayor Dave Walters, Eric Morris, code officer, Officers Chrenenko and Walters Chair Notes/Correspondence/Announcements: Historic District Commission cancelled its meeting Additions/Deletions to the Agenda: none Minutes: April minutes were unanimously approved as written in a motion from Dave Weaver seconded by Diana Cole. May minutes were amended and included the following changes:  to eliminate Gary Dodd as being present.  To eliminate the sentence under “Old Business” “The discussion got quite heated.”  To change the “We would like to hold out a small amount for light refreshment” to “Light refreshments for our meetings was discussed”  To add “Approval from the Ganton family to put up the signs and discussion of the mailers will be handled by Linda” With changes the minutes are approved unanimously with a motion Dave Weaver and Diana Cole. Police Report: Officer Chrenenko came and talked about the balloon traffic and fireworks in our neighborhood. He told us the volume of calls has increased particularly on the 2-10 shift. Normally it is around 400-450 per week. Now it is at 700-750 per week. He was asked questions about the human trafficing in Battle Creek/Kalamazoo but could only speak broadly because of the ongoing investigation. Officer Walters arrived later in the meeting and handed out written reports for our area. Crime prevention studies are available from the police department and you are encouraged to get one to learn to keep your property safe. Bike registration is also available. Commissioners Report: Mayor Walters also ward 5 commissioner shared about his visit to China with Ted Dearing Assistant City Manager. They are looking to bring economic development through International Study programs from students in China and South Korea. They arrived home with a letter of understanding from China. They are hoping to bring up to 1,000 students to Battle Creek. Students will live downtown and attend Western’s Kendall campus and KCC. There are no final plans for when this program will start. Hoping for it to begin on a smaller scale this fall. Committee Reports: a. Membership: Need more members. b. Beautiful Battle Creek Awards: 118 Abbington Circle and 148 Abbington Circle were nominated. c. Neighborhood Planning: d. Woodland Park: Signs with all the park rules will be posted at each entrance. The signs will include dog leash laws. The city engineering will be doing plans for the boardwalk and observation deck. A grant will be written for the costs and funding will be secured hoping to start next year. City Staff Report: Eric Morris handed out written code reports and said some changes are being implemented with the international property codes. Special Presentation: Carl Fedders brought in maps of road work being done in our area he also showed us future plans. He was proud to say that the city is trying to be proactive in keeping our streets in good shape. By doing an inexpensive repair before the road gets really bad it saves lots of money. One of the least expensive and better fixes is the chip seal. He handed out written info on the different types of resurfacing. He left maps with our council. New Business: Keystone Lake Apartments has changed their plans to build 2 - 16 unit apartment buildings to 2 - 8 unit buildings and would like to bring some site plans in next month to share with the group. Old Business: Linda brought in prototypes of the signs and postcards ordered from Vistaprint. Everyone approved of them. The yard signs will be placed the day of the meeting to let people know about the meeting. Donna Kowalski has graciously agreed to put the signs up in the morning the days of our meetings. Linda will be sure it is acceptable with the Ganton family. The budget was shared and members felt that they would rather not provide refreshments with the remaining $88. but get signage directing people to the meeting and get table tents and possibly extra sins or notecards for new neighbors. Because time is a factor Linda was approved to get the items the budget would allow for.
