Council Minutes - June 13, 2016
Meeting at Christ United Methodist Church
65 Bedford Rd.
Call to Order: Meeting was called to order by Chairman Whitfield at
7:02PM. Pastor Brian Steele gave the innvocation.
Attendance: Robert Whitfield, Chair; Hal Longman, Walt McIlroy,
Rebecca Runyon, Deborah Owens (Commissioner), Beverly Case,
Brian Steele, David Moore, Patricia Graw, Paula Scarbrough, Fred
Bachman, Sara Schmanske, Gloria Zanetti, Catherine LaValley, Terry
Lancaster, Johnny Vick, Jim Haadsma. Excused Absences; Curtis
Roberts, Josh Faucet.
Previous Minutes: Fred Backman motioned that the May minutes be
approved with a date change. Approved.
Chair Announcements/Correspond ence: Chairman Whitfield
announced that the grant request approved at the May meeting did
not meet the requirements and was rejected.
Police Report: None
Guest Speaker : No guest speaker. Discussion on alternative
projects for grant funds. Paula Scarbrough motioned that Deb Owens
be commissioned to write a grant for NPC# 5 to participate in the
Urbandale/Level Park Fall Festival. Motion was approved.
Commissioner Deborah Owens motioned that Paula Scarbrough be
the leader for NPC# 5 in our participation in the Fall Festival. Motion
was approved.
Committee Reports:
School Report: Catherine LaValley reported that there were
215 Battle Creek Central graduates. The ceremony was at Kellogg
Arena and was a very special graduation ceremony. LaValley also
reported that the future of the Urbandale school building is being
discussed on the school board. The next meeting will be on June
20th , 5:30PM at the Willard Library. Community comments are
encouraged.
Code Compliance : None
Beautification: Sara Schmanske, reported that 5 Brizse was the
recipient.
Commissioners Report: Commissioner Owens reported that
the draft environmental impact statement for the Missile Intercept
program for Fort Custer is available for public comment. A public
open house at the Lakeview Middle school will be held on June 21
from 5 to 8PM. Second, the project to reinstall the speed bumps on
Morgan Ave. is being put on hold while the city completes a traffic
analysis later this summer/early fall. The attendees approved that we
delay further activity regarding the speed bumps. The group
consensus was for the installation of a stop sign on Morgan Ave.
Third; Consumers Energy will be installing "smart meters" throughout
the city. The City Commission will have a workshop on Tuesday 6/21
at 5:30PM to discuss operation of the Binder Park Golf Course.
Public Comments : Rebecca Runyon is getting married this week.
Congratulations. Walt McIlroy reported that Jacks Bar has closed
and they are looking for someone to lease the building. Johnny Vick
brought up the problem that the bathroom facilities at Fell Park are
locked.
Member Comments: Hal Longman, The Calhoun County Tea Party
Patriots will have Dick Manasseri via skyp at the Kool Family
Community Center on Thursday June 23. Mr. Manasseri will present
information on the Refugee Resettlement Program.
Chairman Robert Whitfield nominated Gloria Zanetti for membership
everyone agreed. Her name will be submitted for membership to
NPC #5.
