WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes July 25, 2016 The meeting was held at Lakeview Senior Living, 14661 S. Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03 pm with a moment of silence for the tragic affairs happening in the world. Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose, Donna Kowalski, Diana Cole, Kevin Kline, Gary Dodd, Christian Plasencia, and Joyce Garrett Guests: Daniel Yartel, Karen Todd, MaryJane Cipcic, Jim Haadsma, John Bizon, David Hemp, John Cash, Steve and Courtney Pyutle City staff: Eric Morris, code officer, Officer Walters, Helen Guzzo Chair Notes/Correspondence/Announcements: The planning and zoning commission are looking at several different proposals, none in our area. Additions/Deletions to the Agenda: Linda Patenaude made a motion to change the agenda, allowing the guests to speak after the police officer. Seconded by Dave Weaver with a unanimous vote. Minutes: June minutes were unanimously approved as written in a motion from Dave Weaver seconded by Tom Rose. Police Report: Officer Walters handed out written reports with statistics for our area. He reminded us again to secure our belongings by locking our cars, doors and windows. He also warned us all to never wave autos into street traffic because it causes lots of accidents. There a few new officers in the streets with more to come. Officers uniform clothing is going to become standardized. All officers are learning rifle and shotgun training if they have not had it. Guest Speakers: Candidates Jim Haadsma and John Bizon are both running for our State House of Representatives on November 8th. Both candidates shared their background information and their passion for the position. John Cash also introduced himself and is running for the water resource commissioner Commissioners Report: No commissioners present. Committee Reports: a. Membership: MaryJane Cipcic agreed to join our Council. Linda motioned her acceptance with Joyce Garretts second. Unanimous vote for her membership. She lives in the area and is also on the Lakeview School District Board. Getting the membership campaign underway. Linda has the postcards and will mail out 200 in August. We are hopeful to have a large turnout. Yard signs and posters were placed at our meeting site. Thank you to Donna Kowalski who will set up the yard signs the morning of our meeting along Helmer Rd and take them down. Linda, membership chair was asked to call all members who have not been active and see if they still want to be members, b. Beautiful Battle Creek Awards: none c Neighborhood Planning: see Chair notes d Woodland park: Joyce Garrett National Park Service held an event for at Woodland Park. A new updated brochure is in the works. Looking to widen foot bridge. Two new picnic tables are being added by entrances. Boardwalk and observation deck is in the planning and design. Many eagle scout projects have been completed and a commemorative plaque recognizing these young men will be placed on the entrance sign. City Staff Report: Eric Morris handed out written code reports. Junk accumulations have risen. The ‘no utilities’ violations are down. The new construction on the corner of Territorial and 20th St will be a laundromat. New Business: Keystone Lake Apartments sent letters to the neighbors and invited them to come to our meeting. A few residents did attend. Christian Plasencia and Kevin Kline presented drawings of the already approved changes to the site along with the new proposed changes to the site. The council agreed to write a letter of approval to the planning commission for the proposed changes with a motion from Linda seconded by Dave. Old Business: See Committee Reports under Membership Comments for the good of the order: -Dave Weaver asked for ideas for new speakers -Christian and Kevin invited anyone to come and tour the property to see the proposed changes at Keystone Lake Apartments by simply calling them to set up a time.
