WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes January 23, 2017 The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03 pm Invocation: A moment of silence was observed Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, MaryJane Cipcic, Donna Kowalski, Gary Dodd, Diana Cole, and Joyce Garrett Guests: Marie Davy City staff: Officer J.T, Chapman and Jason Franscisco Chair Notes/Correspondence/Announcements: Chair Jeff Koteles wished everyone a happy new year and thanked them for coming. The planning commission has a lot on their agenda but nothing in our area. There is a new program for feral cats and if you are interested ask Jeff. The BCCF is putting on a grant writing class. It is full and there is a wait list. There is a survey on the city website about cats also. Additions/Deletions to the Agenda: Dave Weaver shared that Scott Ganton will be added to next month’s agenda. He is planning a new addition to the Reflections facility. Minutes: Dave Weaver motioned to approve the minutes with support from Gary Dodd. Corrections are needed for the police officers name from Babbitt to Rabbitt and from City Code officer from Pete to Jason. The minutes were unanimously approved. Police Report: Officer Chapman handed out crime reports. 24th Street traffic speeding was brought to attention. 76 patrol officers are employed. A new police station is being designed. Speeding traffic issues were occurring behind Ted’s Appliance on Columbia. Questions are asked about cars being left overnight at Woodland Park. The park is supposed to be closed after sunset. Public Service Announcements from Commissioners: No commissioners present Committee Reports: a. Membership: Kevin Kline has resigned from our NPC due to a move. No postcards for new members were sent out for January. They will resume in February. We have 15 members with about 12 who are regulars. We will need to renew members next month in March.  b. Beautiful Battle Creek Award- 1114 S 24th was recommended c. Lakeview School District: MaryJane Cipcic reported that the school is asking for new bids the schools. The first set came in over budget and so the second proposal is somewhat scaled back to stay in line with the bond. The district awaits the new bids. New officers are Kathleen Ward as president, vice president is Eric Green, Secretary is Mary Janice Cipcic and treasurer is Mark Ormstead. 32 applicants have applied for the superintendent position. d. Woodland Park - Joyce Garrett is working with the city on new brochures. They should be ready in a few days. City will be doing some spring clean-up work on the trails. The park will be featured on Access Vision in the spring, coinciding with the big spring clean-up. City Staff Report: Jason Francisco passed out code enforcement reports. Trash issues topped our lists. The health Department has closed down the BBQ trailer on 29th and Columbia. There is a burned out house around 21st Street, Sandwood and Terry Court and neighbors are concerned about it. New Business: Leadership is needed and elections are coming up again. If any member is interested in serving in any of our offices please call Linda (269)962-8514 Special presentation: Officer Stephanie Estree a police officer and Erin Dalub a parole agent/probation agent educated us on operations of the Fusion Center. It is a collaborative group that work together including 2 crime analyst, juvenile parole, police and code compliance. They work on prostitution, meth sweeps, parole sweeps and internet crimes. There are 2 types of trafficking, sex and labor trafficking. They mostly work on sex trafficking and have stings. It is mostly done on the internet now. Most of the domestic trafficking is getting individuals hooked on drugs and then they end up selling themselves to get the drugs. There is also another great group that meets monthly on Thursdays at Crossroads Church in Marshall where there is a task force. They also put on seminars. There is also a human trafficking coalition in Kalamazoo 1-888-3737-888. Comments for the good of the order: The group thanked our guests for sharing their info on Human Trafficking Dave is looking for ideas for speakers for our upcoming meetings. It was suggested that the president sit at the end of the table for easy visibility.
