Guests: Sarah VanWormer (Guest Speaker/City Hall), Tim Van Wormer , Ronald
Cady, Carrie Briggs (Battle Creek Public Schools), Jennifer Kay (Verona Elementary
School), Roger Koning, Mary Lusk (1st Presbyterian Church), Sarah Smith, Aaron
Cypert (Share Center), Christine Zuzga (City of Battle Creek), Thomas Furmato,
Chris Newsome, Lisa Thornton (note taker and total outsider), Officer Jason
Eggerstadt (City of Battle Creek) and Officer Chad Perry (City of Battle Creek)
Chair Notes/Announcements/Correspondence:
Most of the commission meeting were cancelled accept for The Housing Board
of Appeals (HBA) which met today (Mark Jones was absent from the meeting).
No report on HBA

Need to Approve the Membership List: Mark Jones asked that all members stay
until the voting finishes due to losing quorum

November 16, 2016 Minutes: Motion to Approve by John Paul Wilson and 2nd by Sean

Program: Sarah VanWormer, Data and Web Services Manager for the City of Battle
Creek on the Graphic Information System (GIS)
Part of Battle Creek Vision is for creating GIS Maps and creating easy to access data for
all Battle Creek residents. Information can be accessed by visiting the cities website at
www.battlecreekmi.gov
Old Business:
Membership List: The following people were discussed for removal from the
membership list: John Whittaker, Daniel Rall, Marcia Austin, Tricha Grajek, and Jim
Baldwin.
A motion to remove the following people from our membership list: John
Whittaker, Daniel Rall, Marcia Austin, Tricha Grajek and Jim Baldwin was
given by Andy Helmboldt and 2nd by John Paul Wilson. Motion approved
5 to 0 with 2 abstaining
Laurie Sullivan is on the list but was never a member and doesn’t want to be a
member. Mark Jones will ask the city to remove her name.
Members left on the list for further review: Kathleen Faris, Denise and Mike
Rust, Nate Grajek, Sherry Sofia.
Members to be added to the list: Mary Lusk and Sarah Smith were asked to
be members. Motion to nominate Mary Lusk as a member of NPC 4
representing the First Presbyterian Church was moved by John Paul Wilson
and 2nd by Dave Salerno. No further discussion. Approved by 5 to 0 with 2
abstaining
Motion to nominate Sarah Smith, representing ASK, as a member of NPC 4 was
made by John Paul Wilson and 2nd by Sean Lewis. No further discussion
Approved 5 to 0 with 2 abstaining.
Aaron Cypert membership was tabled.
Governmental Reports:
Police Department Report: Officer Eggestate and Officer Perry. 8 page
handout of Foot Patrols and Traffic Stops in the Northeast section of Battle Creek.
Officer Eggestate reminded us that this handout is not all incidents of concerns.
Both reminded us to keep houses and cars locked even when you are at home.
Discussion on overdose deaths and drugs. Discussion on tickets given for cars
left running in driveways. Discussion on parking ordinances.
Code Compliance Report and Community Development: Christine Zuzga
reported. Discussion on the proper disposing of mattresses.
Battle Creek Area Transportation Study (BCATS) please read both sides we
discuss next month

Kate Flores – Ward 3 Commissioner
Lynn Ward-Gray – Ward 2 Commissioner
Kaytee Faris – Commissioner at-large
Andy Helmboldt – Commissioner at-large: Discussed the handling of
development in BCU, the hiring of new staff who will work with BCU in
developing the downtown and plan eco systems. It was decided that food
can be grown however the urban farm animal side is being researched
further. Commission will make a draft available and there is a workshop
being planned for March.
Battle Creek Public Schools: Carrie Briggs reported that BCPS are working
towards a 2 year with equity project with teachers and staff. This would provide
equity for all students working in partnership with other groups.

UPDATE: SUP S05-16: The skilled care nursing home at 393 E Roosevelt was
approved by the City Commission.
New Business :
Properties of Concern
1. Corner of Bryant and Walbash N. the street light is out.
2. Ronald Cady handed in a 3 page list of places with Code Violations
3. 178 Cherry St. has 6 mattresses on the street
Membership Comments:
Sarah Smith: Commented that Kellogg’s cut 250 positions today.
Mark Jones: apologized about being above board and dragging things out. We
share things and not hide behind the scenes.
Public Comments: (Three minutes only per person)
Ronald Cady: Handed out a 3 page document about code violation concerns (the
hand out is available). He spoke about the need for nice neighborhoods and how
clean neighborhoods attract nice neighbors. He is concerned that Battle Creek does
not have ordinances in place concerning neighborhood improvements. Main issues
was the leaves in the street and trash left in people’s yards. Mark Jones asked him
to return.
