WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Notes April 27, 2017 The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:05 pm Invocation: A moment of silence was observed Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Donna Jaeger, and Donna Kowalski Guests: Amanda Lankerd and Nora Jackson from BC Vision, Christian Plasencia, Lakeview School Superintendent; Dave Peterson City staff: Corporal C Rabbitt, and Eric Morris-code, Mayor Dave Walters and Commissioner Susan Baldwin Chair Notes/Correspondence/Announcements: There will be a NPC Leadership Meeting on Monday May 15. Zoning Board of Appeals cancelled their April 11th meeting. Capital Improvement Plan will be discussed at a joint meeting of the city commission and the Planning commission on April 27th at the Dept. of Public Works Building. The Historic District Commission April 10th meeting was cancelled. Additions/Deletions to the Agenda: none Minutes: Quorum not present for approval of March minutes. Police Report: Officer Rabbitt handed out crime reports. Speeding traffic issues were brought to the officer’s attention. He followed up on dog concerns from last month. Public Service Announcements from Commissioners Mayor Walters shared that the city engineer is doing speed studies in and around Gethings, Helmer, 24th, and Buick Drive. May is Bike month and there will be a “Ride of Silence” on Wednesday May 17th. Susan Baldwin addressed the priority based budgeting and capital improvements. There is talk of changing the city commissioner’s election from odd years to even years. The reasons for the review is a financial savings on having extra elections and low voter turnout now. This would make for a onetime 3 year term from 2017 to 2010. There will be a workshop on May 16th to discuss this possible change. Committee Reports: a. Membership: Postcards were not mailed out this month. Christian Plasencia has requested to become a member and has a demonstrable interest in our area. Since there is no quorum we cannot vote on his membership. b. Beautiful Battle Creek Award- 15 S 30th Street and 135 Abbington Circle c. Lakeview School District- Superintendent Dave Peterson updated us on the progress of the upgrades to the elementary schools. He was happy that the 4 school districts in Battle Creek got together and discussed ways of being more efficient. They are trying to funnel more dollars where they are needed and are looking at “equity’ through a different lens. The new superintendent, Mike Pruitt, will be starting July 1 d. Woodland Park- Spring clean-up work on the trails is May 20 at (approximately 8am) Volunteers are needed. City Staff Report: Code reports were handed out. The city is looking for positive stories, photos, and short videos of why you love and believe in Battle Creek. There is also a program for repairing and/or replacing home roofs. It is part of the city’s minor home repair program. Old Business: none New Business: none Special presentation BC Vision shared their purpose in Battle Creek. They are holding a PRE_EMPLOYEMT Job Fair that will help participants be prepared for the actual job fair that will be held in May. They asked our members opinions on several topics.
