WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Notes May, 2017 The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:05 pm Invocation: A moment of silence was observed Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose, Carol Henegar, and Diana Cole Guests: Kevin Kline City staff: Corporal C Rabbitt, and Eric Morris-code, Tad McCrumb and Karl Fedders; city engineers Chair Notes/Correspondence/Announcements: The city held another NPC leadership meeting and the notes are available. Any of our members welcomed to attend the meeting as our representative. Additions/Deletions to the Agenda: none Minutes: Quorum not present for approval of March minutes or April notes. Police Report: Officer Rabbitt handed out crime reports. He cautioned people to put away their lawn equipment and keep their garage doors closed because thieves are always looking for an easy score. He is a member of the Crime Prevention Team and would be happy to come and assess your home or business to help you to make it safer. Construction is beginning on the new police station downtown. Public Service Announcements from Commissioners: No commissioners present Committee Reports: a. Membership: Postcards are available for hand delivery. b. Beautiful Battle Creek Award- Sir Pizza 1000 Territorial Rd for a business. 14 Terry Court, 175 Westchester Way and 224 Lakeshore c. Lakeview School District- No report d. Woodland Park- Spring clean-up was very successful with a Girl Scout troop and many families helping by spreading the wood chips on the trails. Hats were given to the participants. There is still more to be done and there will be another clean-up day later in the summer. The park is being utilized by many different groups. The Audubon Society held meetings and the Police Dept. Search and Rescue is doing a night training there. The Observation Deck is still in the planning process with the city. City Staff Report: Code reports were handed out. The city is now providing mattress bags for residents. They will not be picked up by the garbage men without being bagged. Please call the city if you need one. He took a few nuisance complaints from members. He answered questions regarding sub-letting rooms in an individual’s home and how that differs from being a rental. Old Business: none New Business: none Special presentation: The city engineers provided us with maps of what type of street improvements they will be making in our area. The water lines will be replaced on 26th and 29th. They will be done in a more timely manner than last year’s projects on 27 through 29th. Highland Blvd from 20th to 33rd Streets will get new chipseal along with WaWeeNork along the lake. They explained some different types of chipseal. Comments for the good of the order: Diana discussed some ways to increase membership including her home owners association. Linda provided paperwork and a brief synopsis of what BC vision gained from our last meeting Kevin Kline was discouraged at the city commission’s negative decision on urban farming in our city. He felt that our city is not trying to grow and be progressive like other cities. He said the group who wanted this are regrouping and will try to bring this item back up. Linda felt the city commission did the right thing by not allowing urban farming. Meeting ended at 7:59pm Next Meeting: June 26, 2017
