Minutes NORTHEAST PLANNING COUNCIL #4 (Fremont/Verona/McKinley) Meeting Date: 7PM, Wednesday, May 17, 2017 Location: First Congregational Church, 145 NE Capital Ave  Call to Order 7:07 PM  Attendance: Members: Mary Conklin, Dave Salerno, John Paul Wilson, Tom Furmato, Jennifer Furmato, Mary Lusk, Kim Yarger, Chuck Yarger, Mark Jones, Sean Lewis and Andy Helmboldt Quorum met with 11 members Guests: Leah Dodd (Willard Library), Dorothy Wetherbee, Tim Katz, Kristina Katz, Jenny Klueter, Jessica VanderKolk (City of Battle Creek), John Hennink, Rodger Koning, Todd Nowicki (City of Battle Creek), Lisa Thornton (note taker) and Officer Chad Perry  Chair Notes/Announcements/Correspondence: Brief update on the quarterly NPC Leadership meeting. June program will be presented by Nexis.  Additions or Deletions to the Agenda : None  Approval of Previous Minutes: A motion to approve the April 19, 2017 meeting was made by Chuck Yarger and 2nded by John Paul Wilson with a correction to the spelling of “Fremont”. There was no further discussions. Minutes were approved 9 to 0 with 1 abstaining and 1 absent at time of vote.  Program: Jessica VanderKolk, Communications Specialist for the Battle Creek City Police department, spoke about the “Nextdoor” App. A handout was provided.  5 Minute Presentation: Leah Dodd, Executive Director of Willard Public Library spoke about changes that are occurring at the library including a new logo and sign. Leah will be the program at the September meeting. She also provided handouts.  Governmental Reports  Police Department: Officer Perry – discussion concerning abandoned vehicles and a drug house.  Code Compliance Report and Community Development: Todd Nowicki answered some questions from our April meeting and addressed the Properties of Concern from April. There was a discussion about ordinances and programs that can help homeowners with repairs.  Battle Creek Area Transportation Study (BCATS) No report but they are still wanting input from people who use public transportation.  Calhoun County Land Bank: no report.  Elected Officials Reports  City Commission Report  Kate Flores – Ward 3 Commissioner  Lynn Ward-Gray – Ward 2 Commissioner  Kaytee Faris – Commissioner at-large  Andy Helmboldt – Commissioner at-large: Reported on updates to Animal Ordinances, the city budget and election schedules. Discussion took place concerning the animal ordinance and several other ordinances and the upcoming budget meeting.  Battle Creek Public Schools: No Report  County Commissioners Report: No Report  External Commission Reports:  Zoning Board of Appeals – Petition from Willard Library (most questions were answered in the 5 minute presentation from Leah Dodd).  Planning Commission - No Report  Historic District Commission - 118 Oaklawn and 312 Capital Ave: John Paul Wilson gave a brief report concerning 312 Capital Avenue.  Housing Board of Appeals – No Report  Committee Reports:  .Beautiful Battle Creek: None Nominated  Membership: Inquiry as to if Tom and Jennifer Furmato have been voted as members by the City Council?  Visitor Reports and Requests: None  Old Business : None  New Business  Properties of Concern: Discussion was held during Code Compliance and Police Officer Report. The following are listed properties of concern: 20 Sherman Road has parked, unlicensed vehicle in the street going on 3 months 311 Chestnut Street has a parked wrecked vehicle in the street that hasn’t moved in 3 months 496 E. Emmett Street has a lot of junk and cars 94 North Avenue still has cars in the back 212 and 214 (?) East Avenue N has uncut grass and the property is unsecured 65 N. Union Avenue has a falling down shed, roof tiles behind shed and yard 68 Garrison Avenue is an unregistered rental 98 Garrison Avenue has holes in the roof Orchard and St. Joe’s (68?) has holes in the roof 89 N. Union has broken windows 63 Garrison Avenue: Foreclosure? Auction? Community Information  City of Battle Creek Water Quality Reports are available on the web and at Utility Billing, 269-966-3366 The Calhoun County Transition Council (CCTC) is hosting an Agency Fair. This event will be held on May 22nd from 4-7pm at the Calhoun Area Career Center. This is a free event for students, parents, teachers, administrators, and other agency partners. Community agencies will be on hand with resources and information on how they can serve you or your family! A Pathways to Graduation presentation will begin at 530pm.
