Meeting Minutes
February 26, 2018
The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:00 pm
Invocation: A moment of silence was observed
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Diana Cole,
Tom Rose, and Donna Kowolski, Mary Jane Cipcic, MaryLou Ramon, and Joyce Garrett
Guests: Commissioner John Griffin, Ollie Griffin, Sharlee Coffman-Cook
City staff: BC Officer Chad Perry and Jason Francisco; code
Chair Notes/Correspondence/Announcements: Chairman Koteles shared the zoning board was
reviewing a variance for a new Taco Bell to have parking access closer to their building and also a larger
sign. The new Taco Bell will be located on a one acre outlot in front of Meijer’s on W Columbia.
Additions/Deletions to the Agenda: none
Minutes: November minutes were approved unanimously after a motion from Dave Weaver seconded
by Tom Rose. January minutes were unanimously approved after a motion from Dave Weaver and
seconded by MaryLou Ramon.
Police Report: Officer Chad Perry passed out written reports and answered questions Due to changes
in staffing a new officer will be reporting to NPC #10 beginning in April. The group thanked Officer
Perry for working with us.
City Staff Report: Jason shared written reports. He was happy to announce that there are a limited
number of mattress bags available again.
Public Service Announcements from Commissioners:
Commissioner John Griffin: The budget is being looked at. He shared that there is interest in new
business at the airport. He talked about the formation of the Blue ribbon Committee.
Dave Weaver, our rep for the blue ribbon committee, said there are lots of discussions about mayoral
selection, terms and wards. He will keep us informed as decisions are made. He was worried about an
even number of members…not conducive for voting.
Committee Reports:
a. Membership: Ollie Griffin (Commissioner Griffin’s wife) was nominated for membership and
accepted with a unanimous vote.
b. Beautiful Battle Creek Award- We are still ahead on these. John Griffin did present one at the
last commission meeting. This address was brought forward…unsure if it was already
submitted. 1008 W. Highland Blvd.
c. Lakeview School District: Has hired a full time police officer to work in the Jr High and High
School. MaryJane Cipcic shared some of the safety precautions the Lakeview School district
has already implemented including the door jamb plates.
d. Woodland Park- Grants are needed for Silo restoration and the boardwalk project. That is the
only remaining project that is still left to be accomplished from their master plan. A new
brochure will be published this summer. Park Rules have been posted at the park.
Old Business: Officers for the upcoming year were uncontested and were elected by acclamation
unanimously. Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude
Membership renewals were also renewed from 2018 to 2021; Mike Troutman, Diana Cole, Joyce
Garrett, David Weaver, Tom Rose, and MaryJane Cipcic.
New Business:
Special presentation: Sharlee Coffman-Cook presented a program on the Fair Housing Laws. She
shared what the laws are and who the protected classes were and what discrimination was. She invited
us to a workshop on March 1st to learn even more.
Comments for the good of the order: MaryLou Ramon shared that there will be an election for the
10th district court and she had been campaigning for Daniel Buscher. Tracie Tomak is also running.
