WESTLAKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes March 26, 2018 The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:00 pm Invocation: A moment of silence was observed Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Diana Cole, Tom Rose, and Donna Kowolski, MaryLou Ramon, Ollie Griffin, Karol Henegar and Gary Dodd Guests: Commissioner John Griffin, Commissioner Sherri Sofia, Carol Quinn, Tracie Tomak City staff: BC Officer O’Bryant and Eric Morris; code Chair Notes/Correspondence/Announcements: Chairman Koteles shared the zoning board was reviewing property on Angel Street to have zoning changed from light industrial to single family The Historic District commission cancelled their meeting. Taco Bell will be located between Burger King and Mancinos should the variances come through.. Additions/Deletions to the Agenda: none Minutes: February minutes were approved unanimously after a motion from Dave Weaver seconded by Tom Rose. Police Report: Our new officer is Shawn O’Bryant. Expectations were discussed with the group. She warned of identity scams and B & E’s. Public Service Announcements from Commissioners: Commissioner Sherri Sophia reported the commission is looking at a much reduced “farm” animal ordinance from Commissioner Simmons. Just allowing chickens. Dave Weaver, our rep for the blue ribbon committee, said there are lots of discussions about mayoral selection. The majority of the group want an elected mayor and vice mayor position. They are considering breaking the city into 7 wards instead of 5 and having elections every two years. Instead of 4 at large commissioners there would just be the mayor and vice mayor. City Staff Report: Eric Morris will be our representative from the city for 6 months. He handed out code sheets for violations in our area. They will be doing door to door inspections of our neighborhood this summer. He shared that the city is now going to be coming to NPC’s to get opinions on traffic “calming” implementations before they do them. They will want opinions on speed bumps, warning signs, etc. Committee Reports: a. Membership: Still need new members. No postcards sent this month. b. Beautiful Battle Creek Award We need to start doing businesses and may have to start repeating some from years past. Also need to update and get more residential too. c. Lakeview School District: no report d. Woodland Park- Beautiful area for cross country skiing. Old Business: none New Business: none Special presentation Tracie Tomak introduced herself and gave a brief summary of her intentions to run for10th district court. Comments for the good of the order: Battle Creek Water Department is requiring everyone, commercial and then residential customers to have backflow preventative faucets on their home to prevent cross contamination of public water. Mary Lou Ramon brought this to the Councils attention with copies of the notice being sent out, and the actual ordinance.
