Adgenda Northeast Planning Council #4 (Fremont/Verona/McKinley) Meeting Date Wednesday, April 18, 2018 Location: First Congregational Church, 145 NE Capital Ave Call to Order Attendance John- Paul Wilson presiding, Susan Glidden , Jeff Breedlove, Marc Jones, Officer Bryce Kurshner, Sean Lewis, Mary Conklin, Jenny Klueter, Sherry Sofia, Debby Fryar, Kim Yarger, Chuck Yarger, Kelly Dillman, Sarah Smith Kate Flores Code Compliance, Lynn Ward Gray Introduction of Guests/Members Kelly Dillman, Leah Dodd and Chandra Youngblood are new memberships. Officer Kirshner joined NPC . Unanimous vote Chairs Notes/Announcements/Correspondence Additions or Deletions to Agenda none Approval of Previous Minutes: March 2018 Police Report Officer Kirschner passed out a map that illustrates crime rates in our NPC. February and March statistics indicate case numbers were similar but he believes they will increase as warm weather approaches. The color white in his map shows high call volume. Prostitution seems to be moving further south on Capital Ave. Neighborhood Concerns -165 South Union has a raccoon infestation. This house is in the process of demolition. -The garage fire at the corner of N Union and St. Joseph is under investigation by the fire department.. - 67 Guest has a history of drug sales. The tenants were evicted after a drug bust. -The house at the corner of Pleasentveiw and Chestnut is being monitored for drug sales. -Currently 69 Merritt is under investigation as a possible homicide under investigation. It is a known drugs house. The dive team has been in the river looking for a gun. Calls for animal problems currently make up 6% of our NPC’s calls. Recent calls equal 19 dog bites , 10 loose and 2 for animal cruelty. Code Compliance -Introduced a flyer from Neighborhoods INC. Repairs for low income neighbors has run out until July. There is still some money for lead abatement. -The periwinkle colored house at Frelingheisen and Fremont is getting a new roof . This home is owned by the Land Bank. -Property surveys are underway in NPC 3. Code compliance is working as a team out in the field much will address individual housing reports as they come in.. -Mark Jones commented about a house that burned down 3 years ago on 99 Clay Street. No progress has been made in all that time.. 4080 E. Capital Avenue.has broken windows. Again there is no progress. -Benjamin Park is in the foreclosure process. The amount owed is $980. Krista (land bank) needs to come to the meeting. Last month’s minutes were reviewed and accepted. The Chickens issue was a split vote. 20 licenses will be available for entire city. Size restrictions with setbacks are being required. The City survey for changes to bus routes is ongoing. Online pet licenses and fee changes are being explored. The Town hall youth advisory board applications are extended until Friday. Safe schools will be the topic. Bobby Holley got a street named for him. The award ceremony is on May 23rd 4:00 at Claude Evans Park. Tee shirts will say stop bullying. Blue ribbon Committee meets on May 16 for a preliminary report on city charter changes regarding voting for Mayor, Vice Mayor and commissioners. Also under consideration, the number of commissioners, length of terms, staggered terms and gender neutral language. The shooting in the city is of grave concern. A Youth program named Route 50 was discussed. Additional issues A short discussion on small liqueur bottle deposits was had. This is a State issue. Two men or teens are knocking on doors or breaking porch cameras at night The, Next Door App came into play. Several citizens went outside to witness and call all clears. Neighborhood cleanup May 5t maybe by neighborhood stores. Ms Yarger. is organizing the effort. Neighbors need to clean storm sewer drains to avoid flooding. Last November the river clean up was done by homeless and volunteers. For this year it was suggested KPEP or Mich. Youth Challenge Academy may be able to help up. External commission reports Mark Jones Angel and Jackson rezoned as single family. Attempt at Rezoning to start a pot growing center was denied. The location is in one of the old out buildings near Oakhill Cemetery .It was supposed to be 1000 feet from a residential neighborhood. Commission said this was a survey result. The Board denied the variance 6 to 1. Heritage Tower project surveying the exterior . The roofs and sign are repaired. Byrne Grant uses were discussed Dog park Kelly Dillman has been attending meetings. The next meeting of the research team April 26 parcel assessments.
