WESTLAKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes November 26, 2018 Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:00pm Attendance: Members: Chairman: Jeff Koteles, Vice Chair Dave Weaver, Secretary Linda Patenaude, Diana Cole, Donna Kowalski, Karol Hennegar, Mary Jane Cipcic, and Donna Jaeger Guests: Commissioner John Griffin, William Davenport, Matt Willis; Willard library City staff: Greg Rickmar; traffic engineer Carl Fedders; assistant director of public works Chair Notes/Correspondence/Announcements: Jeff handed out Battle Creek Area transportation Study fliers. Additions/Deletions to the Agenda: none Minutes: Approved October minutes as moved by Dave Weaver and seconded by Linda Patenaude, unanimously approved Police Report: No officer present Public service announcements from commissioners: Commissioner Griffin said the city had elected the new mayor Mark Behnke and vice-mayor Sherri Sophia. He was proud to hand out Beautiful Battle Creek awards. Soujourner Truth Day was fast approaching. City would be working more on the marijuana issues on December 6th. Committee Reports: Membership: none Beautiful Battle Creek award: none Lakeview Schools: Construction continues. School board was in closed session for the regular review of the superintendent. Woodland Park: Great place for cross country skiing. City Staff Report: official handed out code reports. Old Business: none New Business: Special Presentation: There has been ongoing complaints about speeding traffic on 24th Street south of Columbia for years at our NPC meetings. A resident’s dog was killed by a speeding driver on that road. The city was asked to come in and explain how to get some help. City staff handed out the newest policy from February 2018 about how traffic studies are introduced to the city system. Individuals may not ask for changes. Requests must come from NPC’s. There are only certain roads that are eligible for studies. The city wants the affected homeowners involved. Traffic issues are complicated because of subjective views from individuals. Our city uses percentages of people going over speed limit by how many mph on roads to determine if there is a problem and how to best address it. School zones are especially a high priority for the city. There was discussion on traffic calming strategies for 24th Street they included:  Police presence in area giving out speeding tickets- this can be effective but police have a variety of more serious issues facing them daily  speed bumps -which residents of 24th St rejected  more speed limit signs- studies have shown these are ineffective as a deterrent to speeding.  stop signs- city also reported that these are un effective because after stopping people try to make up time they lost while stopping  narrowing of the road- sometimes help A motion was presented by Dave Weaver to ask the city to take on initiatives in our area and report back later this summer: Have the city come up with potential calming strategies for 24th St south of Columbia; Do traffic studies for north side of 24th St, Columbia and Terry Court and Woodrow and Highland Blvd by St Joseph School The motion was unanimously approved. Comments for the good of the order: Matt Willis from Willard library filled us in on some community projects the library will offer in 2019 including “Caregiver Conversations”.
