Rural Southwest Neighborhood Planning Council St. Peter Lutheran Church Minutes of the November 13, 2018 Meeting Call to Order: The meeting was called to order at 7: 00 pm by George Wytko. Members Present: Laura Clingenpeel, Jessica Gilbert (Humane Society), Bob Harland, Robert Snyder, Shelby Winslow, George Wytko, Sally Wytko Members Excused: Kingery Clingenpeel, Cindy Snyder City Officials Present: Officer Jordan Pardee, BCPD; Todd Berger, Field Services Superintendent; Duska Brumm and Danielle Richardson, Parks and Recreation Guests Present: Michael McCullough, Willard Library Approval of the Minutes: The minutes for the October 9, 2018 meeting were approved as read. Motion and second by L. Clingenpeel/B. Snyder Public Service Announcements: Officer Pardee distributed the Rural Southwest Foot Patrols & Traffic Stops report from 10/1/2018 – 10/31/2018. He commented upon the city’s level of enforcement of recreational marijuana, and B & E’s and larcenies on the south side during the month of October. He also reminded us to remember to lock our vehicles and keep packages out of sight. Officer Pardee will confirm our January 8, 2019 meeting at the new police headquarters.* City Staff Updates: Todd Gerber discussed snow removal procedures for this winter. He commented on maintenance, shifts and staffing, and priority roads. The Humane Society requested that plowing take place sooner along Watkins Road and at the intersection of Watkins and Helmer Rd. so that animals can be fed at an earlier time during snowstorms. The council requested that the berm on Beckley Rd. off of Lois Drive be cleaned up at least once per year. Presentations: Duska Brumm from the Department of Parks and Recreation, discussed its Master plan, possible linear trail extensions, and the ETC survey. She answered questions and took comments on Binder Park and paddleboard launch sites. New Business: Motion made and approved to accept the slate of officers for the year 2019. J. Gilbert/B. Harland Chairman – George Wytko Vice Chairman – Laura Clingenpeel Secretary – Sally Wytko Motion made and approved to renew the memberships of Jessica Gilbert, Robert Snyder, and Shelby Winslow. Motion and second by B. Harland/L. Clingenpeel. Motion made and approved to appoint Michael McCullough from Willard Library to membership of NPC#9. Motion and second by S. Winslow/ B. Snyder. The 2019 calendar was distributed. The council then voted to cancel its February meeting due to anticipated absences. Motion made and approved, B. Snyder/ S. Winslow Jessica Gilbert from the Humane Society said that their Trail of Terror on Halloween was very successful. We were invited to attend their Open House on December 14 from 5 to 7 p.m. Mac McCullough from Willard Library announced its ongoing programs for older adults: Caregiver Support on November 19, and Talking to Your Doctor and Tai-Chi for Arthritis Patients, both in December. The meeting was adjourned at 7:45 p.m. Motion by Bob Harland/Laura Clingenpeel Next meeting: *Tuesday, January 8, 2019 at 7:00 pm at the Battle Creek Police Station (confirmed)
