Call to Order & Welcome @ 7:00 p.m.: (Invocation/Moment of Silence) 2. Approval of Previous Minutes: Unanimously approved 4. Chair Notes/Announcements/Correspondence: None 5. Additions or Deletions to the Agenda: None 6. Police Report: Officer Frantz was present and stated that the bad numbers for our area are going down and the good numbers are going up, based on the provided report. Parking the wrong way on the streets was discussed, he’ll be checking for violations in our area. Discussion ensued regarding basketball hoops being in the streets. They are being tagged with a request to move for snow plows, police will support this initiative if requests are not honored. 7. Guest Speaker: Duska Brumm with the city Recreation Department was present and spoke of the master plan that is taking place currently. This occurs once every five years. The city is currently seeking community feedback. Committee Reports: (Comments limited to 3 min per topic) a. School: Heather Hudson was present to comment on the current status of BCPS. She stated that with the recent WKKF grant there is extra school support being put in to place. Career pathways are being put in to place at area schools and magnet/stem schools are underway, Fremont will reopen as a magnet language school. She asked that our NPC help support the Challenge Five iniative with yard signs that can be picked up from the admin office between 730am – 5pm. Using the WKKF grant there is focus on teacher retention and attraction through funds to help purchase and remodel homes. b. Code Report: No one present from code. 9. New Membership & Renewal: Waiting on admission of Patty Gray as member. 10. Beautiful Battle Creek Award/Nominations: Due to being ahead none submitted. Talk around how the NPC came to be ahead in submissions took place, Kristin Blood will search out resolution to this issue and how we can proceed. 136 Althea was nominated and has heard nothing about her award. It was mentioned by Kathy Antaya that she liked the process Sara Schmanske currently uses to find homes. Kathay Antaya also suggested that we either eliminate or pull from the “ahead list” ensuring those homes (if still currently beautiful) be awarded. 11. Old Business: None 12. New Business: None 13. Nominating Committee: Fred Bachman stated that Robert Whitfield had been nominated for Chair and called for floor nominations. David Moore nominated Kristin Blood, she accepted. Fred Bachman stated that Kathay Antaya was nominated for Vice Chair and called for floor nominations, none were made. Fred Bachman stated that Kristin Blood had been nominated for secretary and called for floor nominations. Kristin Blood nominated Roger Ballard, he accepted. Voting took place by anonymous ballot for each individual position. Robert Whitfield was elected Chair, Kathy Antaya Vice Chair, Roger Ballard removed himself from the secretary selection prior to voting, Kristin Blood was elected secretary. 14. Public Service Comments from Commissioners: Commissioner John Griffin stated that there will be an organizational meeting this week followed by an election for the future mayor/vice mayor. He stated the last workshop that was held was for the police department. When asked who he supported for mayor he said that was not information that could be shared, it was for closed session. When pointed out he could share that info, he said he was running for mayor. 15. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: None b. Members Comments: - Deborah Owens commented that she was thankful for all veterans who have served in our service and spoke of the wonderful Battle Creek events taking place to support veterans. - Patricia Graw notified us that the Farm Stand and Leila Arboretum is still open two more Tuesdays from 12-4pm with fresh produce. - Todd Gerber updated us on the current snow plow operations; crew; new equipment; schedules; etc. It was asked how the city handles the overflow plowed on to sidewalks containing excess salt and rocks and the damage that causes to snow blowing equipment owned by businesses and home owners. The road condition in front of Finish Line laundry was also discussed, being mentioned that it is still not repaired. Todd mentioned that the city is waiting on MDOT to repair the roads. Roger Ballard had mentioned that the road had been fixed north of Dickman on Helmer and asked if there was any future plans to come north with those repairs, Todd responded not in the next few years. Roger wanted it noted that he felt this was ridiculous and would like to see repairs happening. - Chair Robert Whitfield requested that the council bring forward any ideas how the NPC could benefit the neighborhood. - The pancake supper was discussed, mentioning it was a success, but would have liked more patrons supporting it. 16.
