Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Riverside Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday Jan 25, 2012 1. 7:00 PM – Welcome and opening 2. Attendance sheet: James Baldwin, Jan Barry, Randall Champlin, John Godfrey, Jim Haadsma, Rick Baron, Beverly Vallillee, George Vallillee, Norma Mc Cormick Way, Jim Baldwin, Mayor Susan Baldwin, Commissioner Jeff Domenico, Susan Bedsole, Tim Martinovich, Kristie Martinovich, Ann Wyson Guests: Officers Appl and Sgt Case , Kim Dwyer 3. Approval of the Nov/Dec 2011 meeting’s minutes was motioned by John Godfrey and supported by Jim Baldwin 4. Correspondence sent/received – eMail Nixle sent from BCPD regarding B&E on Southside of BC. E-Mail from Wendy Rominger with CDAC update. It was noted the Wendy was not able to addend this meeting due to work demands. 5. City staff reports - • Police Department Report - Sgt case ask for public cooperation with quick reporting of any problems so that the BCPC can respond quickly, Questions and answers with NPC Members: ¾ Response time targets for emergency calls is 5 min. ¾ BCPD staffing is highest in the afternoon and nights, ¾ Is their 24 hr coverage for crime technician? There is 24 hr coverage. ..if they don’t respond right away do not disturbed any evidence. ¾ What is the age of the people that have been doing the B&Es. A: recently the ages have been in the 20s. ¾ Who enforces handicap parking regulations: the police can do this. It has not been a priority. The city fee is about $25 per ticket, ¾ Do the police write tickets for tinted window. They can.. but some of the tint is from the factory and some tinting is legal due to a Doctors Prescription. This has not been a big issue. ¾ What is the staffing for the police? .Do they have two officers in a patrol car? They to have two to a car in most cases. • City representative Susan Bedsole: ¾ Susan distributed “The Crime Mapping for NPC 11” and the “Code Compliance and Inspections Issues” ¾ MDOT would like to come and talk about closing Riverside at our next meeting. They will have to close the road to work on the sewer. ¾ Vickie Houser is the new City Clerk. ¾ For the next NPC meeting Jayson Francisco. ¾ Tim Martinovich ask about snow plowing – He spoke with Todd with the city but does still not think Christi Dr. is getting plowed enough. The recent storm highlighted the potential cost of having many trees in the city • City/County Commissioners’ reports: 1. Commissioner Jeff Domenico noted CDAC got 100K of federal funding. Mayor Baldwin presented a plan that was reviewed and accepted by the CDAC and will go to the City Commission .. ¾ Community care ¾ Haven ¾ Safe place ¾ Salvation Army ¾ No funds will be available next year. 2. Jim Haadsma: Nothing we need to talk about in the interest of staying on schedule 6. Committee reports • Beautiful Battle Creek Award –- Ann Wyson: - Bruce and Barb Galonsky @ 162 Minges Circle • CDAC and Membership – Wendy Rominger working. We got the update from Jeff. . • Neighborhoods and Land Use – John Godfrey – i. 321 Main St. has be requested to turn into a funeral home. The local NPC approved. The request will go to the City Commission. 1. There is currently a voting precinct at this location. South Hill precinct will be closing after the Feb elections. 2. If you are over 60 you can be put on the automatic Absentee Ballot list. • NPC 11 Programs – James Haadsma – The NPC is set for the next three Months with MDOT, Downtown Development, and BC Traffic engineering. 7. Old business from previous meetings: None 8. New business: • Kim Dwyer, Chief Executive Officer Inspire Community Development Federal Credit Union. Inspire is a credit union with a specialized mission of serving low- and moderate-income people and communities i. Cater to low to moderate income. They are a teaching credit union. ii. They have some customers with 435 (low) credit scores that can still get loans. The credit union helps people with some disputes. iii. Will also work with anyone that wants to open a savings or checking account. You don’t have to have poor credit or a low income to participate. . They are insured with the FDIC. iv. Low and High income get treated the same. v. Membership has increased vi. Vita site for taxes for people that make less than 50K per year. Located across from the old Shrank’s on Michigan viii. How do your reach citizens that are going to payday (predatory) lenders? Flyers in parting lots handed out to check-go-locations. ix. Places like Express Auto can be avoided if a person has a car loan from someplace like inspire x. Was started by local volunteers. Nancy McFarlane and Jim Haadsma are on the board. xi. Will participate in “Show Me the Money 10-3 at Burnham brook This Saturday Jan, 28th 9. Public comments: none 10. Members’ comments: Jim Haadsma - the county is consider in five candidates to fill Mark Behnke seat – district one. The decisions will be made next Thursday. 11.
