WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes January 23rd, 2012 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:05pm Cecil Salinas led the invocation. Attendance: In attendance: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Gary Dodd, Tom Frame, Neils Magnuson, Cecil Salinas, Mike Troutman, Commissioners: Mayor Susan Baldwin, Jeff Domenico, Mary Lou Ramon Guests: Barett Newkirk, Rita and Dwight Grandgenett City staff: Neighborhood Services: Marcie Gillette Chair Notes/Correspondence/Announcements: none Additions or Deletions to Agenda: none Minutes November minutes were unanimously approved by a motion from Mike Troutman seconded by Mary Lou Ramon. Police Report: Written reports were passed out. Officer WIner and Sargent Case updated us on crime throughout our area and the city. There have been many breaking and enterings along Columbia Avenue. Air conditioner thefts are happening across the city. Be vigilant and report if you see anything suspicious. Public Service Announcements from Commissioners: Susan Balwin: CDBG funding meetings were held and sadly this will be the last year for the public portion of money to be distributed. Workshops for the budget are starting. They wait as long as they can to set the budget so they see the real numbers they are working with. There may have to be cuts. Commissioner Ramon: Planning commission looked at some zoning on Cliff and Main. She asked members their opinions on a funeral home going in on Main St. Post Planning Council is in support. Commissioner Domenico addressed the CDBG funding saying it was very difficult because of diverse beliefs concerning the CDBG. He thanked Mayor Baldwin for facilitating the meeting and helping everyone reach a compromise. He also addressed the issue of a broken water main downtown in front of Kellogg headquarters. Committee Reports: a. Membership : Linda reported our membership year runs through March. The 7 members who are up for renewal are: Diana Cole, Joyce Garrett, Cecil Salinas, David Weaver, Gary Blagg, Tom Cramutolo, and Mike Troutman. Mike Troutman with Mary Lou Ramon's support motioned for turning this list in for approval by the city commission. It was unanimously approved. b. Beautiful Battle Creek Award: The First Assembly is God 800 S. 24th Street was nominated by Mary Lou Ramon. c. CDAC: Linda Patenaude –The allocations meeting is tomorrow night, January 23rd. So sorry this will be the final year of funding. . d. Neighborhood Planning- e. Woodland Park- Mike Troutman recommend that Dwight and Rita Grandgenett and Joyce Garrett give us a report on the Park as a featured presentation. Good wishes and prayers go out to Steve Barker who was the individual who was trampled by the deer and is a member of the park committee. His experience taught us to always carry identification when running/walking. City Staff Report: Marcie Gillette followed up on concerns of last meetings concerning WaWeNork including, speed limit signs, deer crossing signage and dumped yard waste clogging storm drains. The proper studies and inspections are underway. She also reported that property inspections continue in the city. Our report looks different this month because there were numerous property surveys. Old Business: Linda reported that members have been contacted by herself or Joyce. The three current officers are willing to accept another term. Nominations were open to the floor. No one else has volunteered/accepted a position. If anyone is interested, let Linda know. Elections will be at the February meeting. Program: Karl Dehn, president and CEO of Battle Creek Unlimited (BCU) updated us about the downtown transformation that was started 3 years ago. He presented a powerpoint presentation and shared marketing materials used to promote Battle Creek. New Business: none Comments for the Good of the Order: a. Public Comments: none b. Member Comments- Mail order prescriptions were discussed. Jeff reminded everyone to bring guests/perspective members to our NPC. Adjournment: Meeting was adjourned at 8:23 pm Next Meeting: Monday, February 27th , 2012 James Canders (airport operations manager) will be speaking about the airport.
