Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Riverside Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday May 23rd, 2012 1. 7:00 PM – Welcome and opening – Meeting called to order by the Chair. 2. Attendance: Randall Champlin, Beverly Vallillee, George Vallillee, Susan Bedsole, Frank Egland, John Godfrey, Country Commissioner Jim Haadsma, Dave Hawks, Mary Martin, Norma J. Mayo, Annie Wyson, Guests: Ted Dearing, Talia Champlin 3. Approval of the April 2012 meeting’s minutes was motioned by and seconded. Approved 4. Correspondence sent/received: Updated membership list sent to the city. 5. City staff reports - • Police Department Report Susan distributed the crime report. No officer present • City representative Susan Bedsole: • Lots of reports of unmoved lawns. The city gives 10 days notice.. 2nd inspection, then city will mow..It takes about 2 week in all. • NPC members noted that some people were shooting off big fireworks. The Neighbors ask them to stop and they did. If they bother you 911 can be called. We can probably expect to see bigger fireworks because the law has changed to permit bigger reports. • Mary Martin complemented the city on enforcing code compliance. It was noted that anyone can look up property and tax data on the city’s web site. On the building dept. you can enter the address and see if the property is listed .. PR would mean Permit for Rental • Semi Cab was parked on Moreland and South Hills .. there is a DMV regulation against parking commercial vehicles on the street. • City/County Commissioners’ reports:  • Vice Mayor Fulton – budget will come before the commission. Works still needs to be done on Medical Marijuana. The current moratorium will expire on June 6th. The moratorium is on dispensaries. Current case law indicates that dispensaries are unlawful. • Jim Haadsma - Discussion on the road commission function is ongoing, Trail through Ott preserve was approved 6. Committee reports • Beautiful Battle Creek Award – Ann Wyson: The nominees are Richard and Tanya Madsen of 578 Riverside Drive. • Neighborhoods and Land Use – John Godfrey – Plans to use Emily Andrus by the Agency on Aging fell though. The Haven of Rest is considering using the facility for a women’s rehab. The zoning commission approved. NPC 4 is not in favor of the. • NPC 11 Programs – James Haadsma – Jim will invite Police Chief Jackie Hampton to a future meeting. 7. Old business from previous meetings: Minges Brook Park Cleanup - NPC will need to coordinate with Lakeview schools to do cleanup. 8. New business: • Election of Officers • Chair: Randall Champlin • Vice Chair: Jim Haadsma • Secretary: Open • John Godfrey moved to accept the nominations and elect the nominees to positions. Support from Frank Egland. The motion passed unanimously. • Program Topic: An informative presentation by Ted Dearing representing the Parks and Recreation Department. • Willard will have admission fee starting Memorial Day. $2 or $5 for a care with 3 or more.. Individual season pass for $10. $20 for a family pass. What is admission fee. The fee has reduced the number of police calls. And funded some infrastructure improvement. Why no boat trailers. 90 calls for service down to 3 call. The police go through the park. No life guards ..swim at your own risk. There are restrooms and a changing area. Concession are portable and occasional … $50 a row for reservations. No boat trailer parking.  • Every weekend at Bailey Park is booked. It is very close to self- sustaining • Kid venture summer camp is at Full Blast. – There are 10 one week sessions. A week is 5-12 age limit. • Woodland park is ready to start implementing its land use plan. It will try to preserve native species. • Bike Lanes and effect on traffic. The city has a plan on non- motorized transportation Plan (with lots of maps!). . the plan is on-line BCParks.org or 966 3431 • Dog parks.. These can be maintenance intensive. . John Godfrey has seen some run by the county in other areas. Jim Haadsma will mention to the county park trustees. • High school state softball and baseball championships will be here at Bailey Park. 9. Public comments: None 10. Members’ comments: How soon will construction be done in front of the old post office? Another six weeks. It was also noted that the new intermodal transportation is open. There will be a ribbon cutting in a few weeks and that there will be a “cruise the gut” down town this year.. 11. Next meeting: September 26th, 2012.
