Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Minges Brook Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday – December 5th, 2012 1. 7:00 PM – Welcome and opening by Randall Champlin 2. Attendance sheet: Rudy Barda, Randall Champlin, John Godfrey, Jim Haadsma, Wendy Rominger, Beverly Vallillee, George Vallillee, City Representative Jason Francisco, Vice-Mayor Elizabeth Fulton, Officers La Pratt and Longen Guests: Joseph Goss, Norma J. Mayo, Talia Champlin, Jayne Wilson . 3. Additions or deletions to this agenda – none 4. Approval of the October, 2012 meeting’s minutes – John Godfrey moved to approve with support by Haadsma. This passed unanimously. 5. Correspondence sent/received – NPC received notice that the next Historic District Commission Meeting will be Monday Dec 10th. 56-58 W. Michigan Avenue property is on the agenda 6. City staff reports: • Police Department Report: Officer LaPratt and Longen There was a traffic accident at Riverside and Chapel Hill this evening. Other than that, things are quiet. • City representative Report Jason Francisco – Crime and code enforcement updates were distributed. Jason let the NPC know that this will be his last meeting as he is being moved to another NPC area to perform building inspections. The NPC 11 area will have a different inspector. • City/County Commissioners’ reports • Vice Mayor Fulton: - • Holiday decorating competition. Residential Lighting Competition. International Festival of Lights (IFOL) is conducting the competition and is asking commissioners to nominate homes from their wards. Rudy Barda commented that Earl Ball of 159 Riverside had done a great gob on his house. • The declaration of bankruptcy of San Bernadino CA. prompted a question on Battle Creek finances and pension obligations. Vice Mayor Fulton and former Mayor John Godfrey suggested contacting Jim Ritsema - Asst. City Manager / Finance. The NPC will see if Mr. Ritsema is available for our February meeting. • Jim Haadsma – County Commissioner • Getting budgets from departments.. The commission expects to vote soon on budgets. • Commissioner Haadsma noted that, after the elections, there was still good continuity on the county commission. That will help everyone work together. 7. Committee reports: • Beautiful Battle Creek Award: Ann Wyson - Ann was not at the meeting but let us know via eMail that she had submitted two nominations. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek. Individuals with disabilities requiring auxiliary aids or services should contact the City of Battle Creek by writing or calling the following: City Clerk’s Office (269) 966-3348/TDD  • Neighborhoods and Land Use: John Godfrey – After a fire caused by a power surge at Habitat for Humanity they have relocated to the old Zucca’s building They have filled up 3 warehouses with donations. Habitat participates in more programs than just building new houses. Restore for example. Resells stuff from homes. Windows, doors, fans, carpeting.. etc. • NPC 11 Programs: Next month, parks and recreation department with information on upcoming changes at Willard Beach. • Old business from previous meetings: i. George Vallillee ask if Norma Mayo has been added to our membership list. Randall noted that her name has been submitted. The next step will be approval by the City Commission. ii. Randall Champlin moved that John and Nancy Macfarlane be removed from the member list as they have not attended any meetings this year and that Glenn and Marcia Holmwall be removed because they have moved out of the NPC 11 area. This was supported by Rudy Barda. The motion passed unanimously. • New business: Program Topic: Jayne Wilson SMSgt USAF, Air National Guard (ANG). Base Contracting Office. Jayne informed the NCP on the current missions of the ANG Battle Creek. The contracting officer insures that the ANG budget is spent within federal and defense dept. regulations. The ANG will have a new commander in December. The ANG is separate from Ft Custer Army facilities. Potential new missions for the ANG base include C27 (Lear Jet) and/or drone and Cyber defense Operations. There is concern that if sequestration takes place the ANG may be “low hanging fruit” for cost reduction. i. Some ANG facts: ƒ 60% of the base lives within 50 miles. ƒ 66% are traditional guardsmen. ƒ The ANG has agreements with fire training and DLA that help reduce overall costs. 54M in payroll and construction. ƒ 250 fulltime employees. ƒ Over 700 weekend guardsmen. ƒ 3 runways including one 10,000 ft runway. ƒ 57.4M annual budget. ƒ 245M value of property. ii. Jayne was also part of a BC leadership class and shared information on the project the class worked on to inspire people via art projects. The piece will be eventually be located at the Leila Arboretum. 8. Public comments: None 9. Members’ comments: • Wendy Rominger – FireKeepers update: Indian elders celebration and centerpiece in the lobby of the new hotel. There will be three days of practice at the hotel. Upcoming entertainment will include KC and the Sunshine Band, and Rascal Flatts will be there. Also “A Chores Line” will be coming as well as Aretha Franklin and Larry the Cable Guy, The Casino’s new hotel will open on 12/12/12. 10. Next meeting: 7:00 January 23rd, 2013.
