City staff reports and Commissioner Comments:  Yolanda Johnson – Code Compliance:  Having some challenges with residents still parking on front of grass. Code compliance would appreciate some assistance with giving details of regular times that the ordinance is being violated so they can come and inform the resident and take further action if necessary.  Mattress Disposal: Waste Management has donated plastic wrap for mattress disposal. They can be picked up at the Department Public Works and City Hall.  High Grass/Weeds: Higher than an average height of 9 inches is against the ordinance.  City/County Commissioners’ remarks  Jake Smith – County Commissioner i. Completed closing some Pension Units for the County. ii. Road Department – Completed a new road contract for the labor to include shifting to a 401K type retirement. iii. Jake voted no on a sculpture that cost $10k, but the rest of commission passed it. iv. NPC brought up that non-profits are being charged for “food inspection” by the county and the resident will forward to Jake the POC information for why the county administrators are charging $500 for this “inspection”.  Susan Baldwin – Commissioner At Large: i. Have a few medical marijuana businesses applied for operating in Battle Creek. ii. $10 million-dollar Small Business fund has been setup from Kellogg and the downtown development to start attracting businesses to Battle Creek. iii. Track Repairs at Capital – will be closed for a couple of weeks July 23rd to Aug. 3. State funds will be covering this repair. Updates will probably come through the Nextdoor App. iv. New storm water fee being thought of – directed toward the large businesses with parking lots and impervious surfaces, but local paper has stated differently on charging resident a fee, the commissioners will look into this.  Chris Simmons – Commissioner Ward 4 i. Police Department can schedule with you to come out to survey your residence for home security perspective.   Police Department Report  Police have increased foot patrols and vehicle patrols due to increase break and enters. Police have caught one suspect.  Officer is encouraging to report suspicious behavior to the police station that is seen around your neighborhood. As much detail over the behavior and description of vehicle/person is greatly appreciated to follow up on the person. i. Details can include: details on their clothing (i.e. markings/shapes), height, build, voice sounds like, items that are special about the car/person.  Continue to lock your Cars and House.  City Representative Report 7. Committee reports:  Beautiful Battle Creek Award Nominations i. None  Neighborhoods and Land Use – John Godfrey i. CVS is being built – Capital and Columbia. ii. RV ordinance is being looked over currently by the planning committee. iii. Getting the Master Plan worked through.  NPC 11 Programs – open position i. For future program 1. Bring in Waste Water Treatment Plant Operator – ask about how they run the waste water treatment plant and ask about the past 3 years of violations of discharges. 2. Police & Fire Pension Committee – get more details on Police and Fire Pension and how the millage is constructed/maintained  Blue Ribbon Advisory Committee update - Randall Champlin / John Godfrey i. Hoping this is the last meeting ii. Recommendations to Commission 1. Approved charter language to be gender neutral. 2. 2 year terms for commissioners, no staggering. 3. Approved direct election for the Mayor/Vice-Mayor 4. Keeping total commissioners at 9. 7 wards and 2 at-large (Mayor/Vice-Mayor)  Summer social gathering update– Sally Goss i. Minges Brook Park – 6:00 pm to 7:30 PM – July 25th 1. Bring your whole family on out, meet and greet other neighbors in the area. 2. Bring food on out to share if you like. 3. Bring some place setting items (plates, utensils, napkins, etc.) 4. Put out an event announcement in Nextdoor App 8. Old business:  None 9. New business:  Monthly informational Program: Blake Prewitt, Wendy Meyer: Lakeview school district representatives come to inform over the August 7th vote to renew a six-year non-homestead millage. i. This is a renewal. Does not increase anyone taxes, but it will keep the tax on the businesses, and rental properties.  ii. This is specifically for the Lakeview school district. It is $3 Million of the $40 Million budget to keep the schools staffed properly and have a better educational system for our district. iii. If this does not pass, it can never be charged again and the State will not cover the loss. This is in-line with the other school districts around the State that have grandfathered in the non-millage fee. iv. All of the other school districts in Battle Creek have passed their own school millage for their districts. 10. Public Comments: None 11. Members’ comments:  Resident had issue with Storm water draining. Resident will be forwarding to Commissioner Susan.  August 7th vote will be for primaries and the 12. Next meeting: Minges Brook Park (behind Minges Brook Elementary), Pavilion – 6:00 pm to 7:30 PM – July 25th  This will be a Social event, no planned city discussion 13. This is across the street approximately 1/5th of a mile south of our old meeting location, Riverside Elementary School.
