Vanessa Hernandez called the meeting to order at 7:00 p.m. at the Chapel Hill Church.

Additions or Deletions to the Agenda:
Deletions:
Establish a meeting schedule for the calendar year - Nov 23 - Dec 24. NPC 11 new meeting
schedule, to be established on the 10/25/23 meeting.
Approval of Previous Meeting Minutes: None. NPC 11 was reinstated on August 23,
2023. The August discussion included the next steps to reactivate NPC 11: a minimum of 10
members, membership resolution for appointment, and establishing a meeting date, time,
and location. City staff committed to facilitating the first three meetings.
Correspondence and Announcements:
Committee and Staff Reports
City Staff: Vanessa Hernandez led the second NPC 11 meeting as the presenter and note-
taker. Vanessa presented the NPC Charter and reviewed the purpose of the NPC, their
role/responsibilities, and the City's role/responsibilities. NPC 11 geography was reviewed
and the boundary of NPC 11. In addition, the existing NPC bylaws were reviewed, and it
was discussed if there are any changes that they would like to recommend it would be
voted on at the next meeting. Vanessa shared that on the next scheduled meeting agenda
for 10/25/23, the following items will be discussed: Open Meetings Act Requirements,
Roberts Rules of Order, Election of Officers (Chair, Vice Chair, Secretary), and Adoption of
Bylaws.
Code: Vanessa Hernandez made available the code report for NPC 11 and shared Jason
Francisco, Code Compliance Manager, business card.

Membership:
Pat Fosdick requested to be removed as a member and be listed as a guest.
John Godfrey would like to be a guest and not a member.
Ginsie Ingraham would like to be nominated as a new member.
Commissioner Comments:
Commissioner Simmons participated in the reading discussion and shared the
importance of neighborhood planning and the partnership between the City Commission
and Neighborhood Planning.
Commissioner Godfrey was a great asset to the meeting and shared about NPC maps and
wards. Also shared that the Planning Commission for the city looks for input from NPCs
when reviewing Planning Commission business before the Planning Commission board.
Battle Creek Public Schools: None.
Old Business: None.
New Business: None.
Member Comments:
Andrew Duke asked if future meetings could be recorded.
Public Comments:
Seventeen visitors signed in, and for the majority of them, it was their first time
participating/joining an NPC meeting.
Adjournment: The meeting adjourned at 8:30 p.m.
