Call to Order - Brad Miller, Vice President of Minges/Riverside Neighborhood Planning Council 11, called the meeting to order at 7:06 pm, at Chapel Hill Church 2. Attendance: Members Present: Jan Frantz, Sally Goss, David Hawks, Dawn Hawks, Ginsie Ingraham, Amanda Miller, Brad Miller, Fran O’Neil, Larry O’Neil, Jane Prahl, Chris Bacile, Coleen Jewell Excused: Brenda Bengtsson Absent: Andrew Duke Guests: Karen Jones, and Alice Scales City Representatives: Officer Tylon Dilling, Chris Simmons, Jim Haadsma 3. Additions or Deletions to the Agenda: Correction request by Jan Frantz to annotate her as Excused vs Absent. 4. Approval of the Previous Minutes: March 27, 2024, Brad Miller made motion to approve the March 2024 meeting minutes, with amendment, Jan Frantz seconded the motion. 5. Correspondence and Announcements: Print minutes, approved. 6. Committee and Staff Reports: a. Police Department - Officer Ty Dilling reviewed the Crime Analysis Division Report for NPC 11. This NPC has the lowest crime rate, with traffic infractions as largest number of violations. b. Planning Department/Neighborhood Services City Staff Report – Jan Frantz provided update on the Beckley Road Study. City announced they also have plans, that are not part of the Beckly Corridor Project. ECO development, Beckley was a swamp, water was everywhere, if we continue with concrete/hardscapes, City will have an issue. c. Beautiful Battle Creek Award: Committee - NA d. Membership – Renewals, New Members: NA e. Commissioners Comments – Chris Simmons • Budget season, property taxes will go down slightly, decrease millage ($18.00) • Introduced the Citizen Review Board. Reviving this Board from the 1980-1990s. This is an alternate Board to review and provide feedback on grievances against the Police Department. Adopting Board at next  meeting, then Citizens can apply. Dave Hawks asked for details of requirements for Citizen applications, are requirements specific to a population? • Road repair/resurface - City has plan, puts out maps for citizens. Karen Jones requested information on where to get a copy of the schedule. • Olive Garden Site Plan approved. Commissioners Comments – Jim Haadsma • April 1, 2024, was the deadline for representatives to file personal finance reports. • Currently conducting/participating in budget hearings. • April 22, 2024, is filing deadline for November 2024 elections. • April 25, 2024, Joint Committee meeting regarding unemployment insurance. • May 1, 2024, is “older American Day”, • Lansing has a new building at the Capital called Heritage Hall for events. Great history and architecture. • Working on “what we did first 100 days of 2023. Senior pension tax, LGBQ protections, prevailing wage, back to school for workforce, back to pre-K to prep children, • Population bleed is a problem for State, we may lose a seat due to censes. • Development of the BC Airport Drone Park. Duncan Aviation/WACO pitch to appropriations to go to MI, as a hub/go between. f. Lakeview Public Schools: NA g. Code Compliance – NA 7. Old Business: a. Brad Miller requested motion to vote/approve Committees for Monthly Speaker. Jan Frantz brought motion; Dawn Hawks seconded the motion. i. Committee– established, Ginsie Ingraham and Jane Prahl volunteered to co-chair. ii. Suggested speakers - Tax Assessment Office, Department of Public Works, Ted Dearing, Revamp the River Project b. Brad Miller requested motion to vote/approve Committees for Beautiful BC Award. Jan Frantz brought motion; Coleen Jewell seconded the motion. i. Committee for Beautiful Battle Creek – established. Dave & Dawn Hawks Chair. ii. Need to obtain rules for nomination for the award to the City, including territory. Recommend reaching out to Vanessa Hernandez, City Development Specialists. 8. New Business: NA 9. Member Comment: NA 10. Public Comments: Karen Jones stated that downed trees are a safety hazard an eyesore. Recommend contacting Code Compliance, Yolanda Johnson. 11.
