November 20, 2024
Chapel Hill United Methodist Church, 157 Chapel Hill Dr.
Andrew Duke, President of Minges/Riverside Neighborhood Planning Council, called the meeting to order at
7:00 p.m. at the Chapel Hill Church.
Attendance:
Members Present: Andrew Duke, Amanda Miller, Brad Miller, Coleen Jewell, Dawn Hawks, David Hawks,
Fran O’Neil, Ginsie Ingraham, Jan Frantz, Jane Prahl, Karen Jones, Linn Kracht, Pat Fosdick, and Brenda
Bengtsson,
Members Excused: Chris Bacik
Members Absent: Al Sklenicka, Sharen Sklenicka, and Larry O’Neil
Signed-in Guests: Sherry Sofia and Eric from Vintage Vibes of Battle Creek
City Representatives: Yolanda Johnson and Ty Dilling
City Representatives Excused: Chris Simmons
Additions or Deletions to the Agenda:
Additions/Deletions: None. Brad Miller made the motion. Seconded by Ginsie Ingraham to approved agenda.
Motion passed.
Approval of Previous Meeting Minutes: October 30, 2024
Ginsie Ingraham made a motion to approve the October Meeting Minutes. Seconded by Brad
Miller. Motion passed.
Correspondence and Announcements: None
Committee and Staff Reports:
a. Police Department – Ty Dilling - Our NPC is the safest in the city.
b. Guest Speakers – Ginsie Ingraham and Jane Prahl are the chairs. No guest speaker this month.
Future suggestions for speakers – transportation head, Lakeview School superintendent, city
planner, and new city manager
c. Code Compliance – Yolanda Johnson – Shared report. Property survey continues. This happens every
three years.
c. Planning Department/Neighborhood Services City Staff Report – no report
d. Beautiful Battle Creek Award Committee – Dawn and Dave Hawks chair this committee.
The November house is located at 10 Country Club Blvd. The November business is The Church of
Jesus Christ of Latter-day Saints located at 1312 Capital SW. Jan Frantz made a motion to
approve the properties. Seconded by Dave Hawks. Motion passed.
We need to have Vanessa define this award.
Recommendations for future awards need to be sent to Dawn and Dave one week before the
meeting.

g. Battle Creek Public Schools – no report
g. Beckley Road Project – No report
Old Business: Sherry Sofia reported that the hunting issue by I-94 has been resolved.
New Business:
Member Comments: Pat Fosdick suggested exploring grants for the Beautiful Battle Creek Award yard signs.
Miller Foundation could be a possibility for funds.
Public Comments: None to discuss
Adjournment: The meeting adjourned at 7:58 p.m.
Pat Fosdick made a motion to dismiss. Seconded by Fran O’Neil. Motion passed.
Next Scheduled Meeting: Wednesday, January 29th, 2025.
