MINUTES
January 29, 2025
Chapel Hill United Methodist Church, 157 Chapel Hill Dr.
Brad Miller, Vice President of Minges/Riverside Neighborhood Planning Council, called the meeting to order
at 7:00 p.m. at the Chapel Hill Church.
Attendance:
Members Present: Amanda Miller, Brad Miller, Coleen Jewell, Dawn Hawks, David Hawks, Ginsie Ingraham,
Jan Frantz, Jane Prahl, Karen Jones, Linn Kracht, Pat Fosdick, and Brenda Bengtsson,
Members Excused: Andrew Duke
Members Absent: Al Sklenicka, Chris Bacik, Fran O’Neil, Sharen Sklenicka, and Larry O’Neil
Signed-in Guests: Jerry Porter and Josita Todd
City Representatives: Yolanda Johnson, Ty Dilling, Chirs Simmons, and Hellen Guzzo
City Representatives Excused: None
Additions or Deletions to the Agenda:
Additions/Deletions: Linn Kracht wanted to add information on My Green Michigan. Pat Fosdick made the motion
to approve with revisions. Second, by Jan Frantz to approved agenda. Motion passed.
Approval of Previous Meeting Minutes: October 30, 2024
Dave Hawks made a motion to approve the November Meeting Minutes. Second, by Amanda
Miller. Motion passed.
Correspondence and Announcements: None
Guest speakers:
Helen Guzzo, Manager Community Development, City of Battle Creek. Very impressive report on the Housing
and Community Development Community Report. The city has a housing shortage that is being addressed.
Josita Todd, Court Appointed Special Advocate for Children (CASA) representative. Great program to help
children. Volunteers needed.
Committee and Staff Reports:
a. Police Department – Ty Dilling - Our NPC is the safest in the city.
b. Guest Speakers – Ginsie Ingraham and Jane Prahl are the chairs. See above for speakers. Future
suggestions for speakers – transportation head, Lakeview School superintendent, city planner,
and new city manager
c. Code Compliance – Yolanda Johnson – Shared report. Property survey continues. This happens every
three years. Neighbors need to keep their sidewalks clear.
c. Planning Department/Neighborhood Services City Staff Report – See guest speaker above.
d. Beautiful Battle Creek Award Committee – Dawn and Dave Hawks chair this committee.
The February house is located at 116 Edgebrook Drive. 10 Country Club Blvd. No February
business was selected. Karen Jones made a motion to approve the property. Second, by
Ginnie Ingraham. Motion passed.
Yolanda Johnson reviewed the procedure to get homes and businesses recognized.
Recommendations for future awards need to be sent to Dawn and Dave one week before the
meeting.
e. Membership – no report
f. Commissioners Comments – Chris expressed his concerns about the new transportation millage.
g. Battle Creek Public Schools – no report
g. Beckley Road Project – Jan Frantz will report next month

Member Comments: Linn Kracht spoke about My Green Michigan. This is an organics collection company
with the mission to provide convenient and effective solutions to divert your food waste to composting.

Adjournment: The meeting adjourned at 9:20 p.m.
