NORTHEAST PLANNING COUNCIL #4 (Fermont/Verona/McKinley) MEETING MINUTES JANUARY 15, 2025 First Congregational Church, 145 NE Capital Ave DRAFT Members: Craig Long, Roger Koning, Mary Lusk, Mary Conklin, Tanya Waschak, Dave Salerno Boonikka Herring Guests: Helen Guzzo, Darcy Schmitt, Bryan Gandy, Shannon Bagley, Rebecca Parker, Chad Perry, Kim Perry BCPD: Craig passed out the December crime report. Investigated Froggy selling vapes to minors. Fielded questions from Tanya and Kim about the loud house party on Capital Ave NE and from Rebecca about the shooting of firearms on New Year's Eve. Minutes: After the introductions the November 2024 minutes were approved. Code: Bryan handed out Dec, Jan compliance and inspection issues. Fielded questions about snow removal from sidewalks and the status of a burned house. Government: Helen and Darcy handed out a Housing and Community Development pamphlet concerning the city's five-year Master Plan update. Discussed were the source of revenues, consolidation plan priorities, and Block grant and America Rescue Act recipients. Steps and roof repair highlighted the minor home repair projects. Homeowner and rental property were compared between NPC's 1,2.3,4,5. Projecting a housing shortage in the future. Boonikka said in the past the state rejected funding for a low-income housing project due to the lack of a grocery store in the area. The city should consider incentives for a supermarket or grocery store to be built in a food desert area. Rebecca questioned why the winter tax increased. Helen answered that a transportation funding proposal passed this fall. Helen encouraged us to fill out and return a resident survey. Membership: Kim Perry was approved for membership.
