1. Call to Order – Andrew Duke Chair of Minges/Riverside Neighborhood
Planning Council 11, called the meeting to order at 7:01 pm, at Chapel Hill
Church
2. Attendance:
Members Present: Andrew Duke, Jan Frantz, David Hawks, Dawn Hawks,
Ginsie Ingraham, Coleen Jewell Amanda Miller, Brad Miller, Fran O’Neil, Larry
O’Neil, Jane Prahl,
Excused: Brenda Bengtsson, Karen Jones

Guests: Pat Fosdick, Bernard Gladney, Bessie Ploeg
City Representatives: Ty Dilling, Chris Simmons,

4. Approval of the Previous Minutes: Approved
5. Correspondence and Announcements: None.
6. Committee and Staff Reports:
a. Police Department – Ty Dilling, discussed February 2025 Crime Analysis,
NPC report. Besides traffic stops, mention a wave of electronic credit card
thief.
b. Code Compliance – Ms. Johnson unable to attend.
• Provided NPC Report, assessment and snow removal.
c. Beautiful Battle Creek Award:
• Committee provided the following nominations:
o February Business Submission -

e. Monthly Speaker –
• Ms. Bessie Ploeg, City of Battle Creek, Environmental Office provided
information on wastewater, recycling events, composting initiative and
trash/yard waste pick-up.
f. Commissioners Comments –
• Chris Simmons provided status of City Manager search. Will have public
meet & greet of candidates once identified
