North Central Neighborhood Planning Council #2 Meeting Minutes ~ November 12, 2012 ~ Neighborhoods, Inc. 1. Call to Order & Welcome: Meeting was called to order at 7:03 p.m. by S. Gray, chair. 2. Attendance-Members present: Jeffrey Dinkins, FHC Rep-Scott Hutchings, Lynn Ward Gray, Samuel Gray, Kitty Hillian, Sheryl McDonald, Bill Phillips-NIBC, Fredrico Porter and Tammie Porter Members Excused Absence: Keith McDonald and Betty Settles Absent: Judith Jones, Steve Lee and Dorothy Young City Staff: Ofcr. Chad Francisco, Ofcr. Scott Marshall Guest: Tina Germinder-Metzger, Senior Services Meals on Wheels and Karen Lynn Todd. 3. Approval of Previous Minutes: Approval of July 10, 2012 Meeting Minutes, August 13, 2012 Community Mtg. Notes, September 11, 2012 Meeting Notes, & October 9, 2012 Meeting Notes was moved by FHC-S. Hutchings, seconded by NIBC-B. Phillips. Motion carried. 4. Correspondence (sent/received) & Announcements: • L. Gray announced the upcoming Creating Change Community Forum at Trinity Lutheran Church on Nov. 15 at 6 p.m. • B. Phillips announced upcoming NPC Leadership Meeting, all NPC members are invited to attend on Nov. 20 at 6 p.m. at Burnham Brook Community Center. • S. Gray announced both Thanksgiving Day Dinner events going on in the city of Battle Creek on Thanksgiving Day. 5. Committee & City Staff Reports: a. Police Department: Reports were received but not brought by chair. Ofcr. Francisco let us know he would not be present at meetings for the next few months, we will have representation during his absence. b. Neighborhood Services-City Staff: Reports were received but not brought by chair, there was no additional discussion. c. Beautiful Battle Creek Award: No nominations were received. d. Membership: i) Draft 2013 Meeting Calendar - a schedule was presented that mirrored the 2012 meeting calendar. Changing our meeting day and times was discussed. It was noted NPC 2 has lacked a quorum for the past 3 meetings until the meeting held tonight which is on a Monday. The discussion was tabled until our next meeting in January 2013, L. Gray will look into the process of changing your NPC meeting day/time and report out at the Jan. meeting, ii) New Member Nominations - One guest expressed an interest in NPC2 membership, stating Mondays are generally a better day for her to attend meetings. Moved by K. Hillian, seconded by F. Porter, to add Karen Lynn Todd, 135 Irving Park Drive, Battle Creek, MI 49037 to NPC2 membership. Motion carried, iii) Membership Renewals - It was moved by K. Hillian, seconded by NIBC-B. Phillips, to renew NPC 2 membership for Family Health Center, Sheryl McDonald and Neighborhoods, Inc. of Battle Creek through December 4, 2015. Motion carried. e. Nominations/Elections: There were no nominations received prior to the meeting and no nominations received from the floor. K. Todd possibly interested in secretary position and will consider if the meeting day/time changes. This agenda item was tabled until the January 2013 meeting. f. City/County Commissioner(s): Announced commission meetings on Nov. 13 will include an organizational meeting at 7:30 p.m. where the mayor and vice-mayor will be elected by the commission and the regular commission meeting will take place at 8 p.m. g. Battle Creek Public Schools: No representation present. 6. Guest Presentation I: Tina Germinder-Metzger of Senior Services, Meals on Wheels gave information on the program, outlined how you could volunteer and eligibility requirements for participants. She passed out her business card and contact number for MOW, (269) 441-9540. 7. Guest Presentation II: Presentation by S. Ofcr. Scott Marshall, representing the BCPD B & E Unit which has a total of three officers focused on B & E’s and Home Invasions. A handout and CD were provided to members that included safety tips and a breaking & entering (B & E) checklist. Ofcr. Marshall outlined basic tips for increasing your chances of recovering your property if you are a victim of a B & E through property documentation tools available to all residents from the police department. 8. Old Business/New Business: None. 9. Public Comments/Member Comments: • FHC-S. Hutchings announced construction of a new women’s center addition to the FHC building. • J. Dinkins announced the Thanksgiving Day dinner event at Washington Heights UMC. • Ofcr. Marshall announced a packing day event on Nov. 30, 2-6 p.m. at BCPD. • F. Porter requested information on funding resources for a new non-profit he is establishing. L. Gray referred him to the Nonprofit Alliance for guidance. L. Gray also announced the upcoming Build A Grant workshops offered by the Battle Creek Community Foundation as a possible resource as well, she’ll send the information to all membership in case others are interested. 10. Next Meeting: Monday, January 14, 2013, 7:00 p.m. at Neighborhoods, Inc., 47 N. Washington Ave. ****Please Note Date Change Due to the New Year Holiday, the Commission Meeting was moved to our normally scheduled meeting date*****.. 11.
