NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, May 11, 2015 –Battle Creek Area Math & Science Center 1. Call to Order & Welcome: Sam Gray called the NPC #2 meeting at 7:03 p.m. 2. Attendance, Members Present: Samuel Gray, Vice Mayor Lynn Ward Gray, Geraldine King, Steve Lee, Kitty Hillian, David Draper (Grace Health), Dawn Wilkerson (NIBC), William Phillips (NIBC), Karen Lynn Todd, Ron Sweet, Pastor Joe Hooper; Absent: Erin Mapes (Chemical Bank), Bettie Robertson, Jeffrey Dinkins, Sheryl McDonald; Members Excused Absence: Terris Todd; Guests: Darren Campbell (City of Battle Creek, DPW Civil Engineer II), Jeanette Cook (City of Battle Creek, Code Officer), Officer Chad Francisco (Battle Creek Police Department), Luke Perry (STEM Director, Battle Creek Public School), Scott Cubberly & Karen Evans (Battle Creek Public School, Board Members), Glenn Whitt, and David Gauthier. 3. Approval of Minutes: Motion to approve the April 13, 2015, meeting minutes was made by Kitty Hillian. Seconded by David Draper. Motion Carried. 4. Correspondence (cent/received) & Announcements: Sam Gray reported it is National Police Week. Please take a moment to remember and acknowledge our emergency response individuals. 5. Guest Presentation: Darren Campbell gave an update on scheduled road treatments for summer 2015 in NPC 2 and provided maps that illustrated the treatments. Kara Werner presented to the NPC #2 members an update on Habitat for Humanity. The administrative offices have moved on Capital NE and the Re-Store has moved to corner of Roosevelt/North Ave. They are currently getting back into the community with the following programs: Home Purchase, Critical Home Repair, and a RAMP program. Also, their building, located at 551 Michigan Ave E has been purchased by a company called E Paint, Everybody’s Paint (E Paint). 6. Committee & City Staff Reports: a. Police Department – Officer Chad Francisco reported this meeting may be his last one due to funding. A portion of Officer Chad Francisco’s salary is paid by the Battle Creek Housing Commission. He has been assigned to this NPC for thirteen and half years and has built a rapport and trust with the residents in the neighborhood. b. Neighborhood Services – Jeannette Cook reported the “obnoxious weed” lady is scheduled to come on board next week. A sheet was passed out during the meeting and residents were encouraged to write any address(es) that may be of concern in the neighborhood. c. Beautiful Battle Creek Award Nominations – 69 Hanover, is a duplicate address as they received an award in 2013. Faith Temple COGIC on Washington Ave. was nominated and unanimously supported. d. Membership – Sam Gray reported Eric Morris may be interested in joining NPC2. e. Community Engagement – Sam stated to the group, the previous minutes were attached to this agenda. Sam reported to the group that we have expended the $1,000 grant that was provided to each NPC June 2014. It was spent on the following, printing NPC #2 brochures, church luncheon at Miller College, place inserts into Battle Creek Shopper, and the plastic bags to place the membership literature. Sam also thanked Dawn Wilkerson for stuffing the 1,000 bags on behalf of NPC#2.  Bill Phillips mentioned to the group they may want to put a rough schedule of NPC events and costs as there may be additional funds available to NPC #2. Vice Mayor Lynn Ward Gray mentioned we may want to look at yard signs. f. Elected Officials – Vice Mayor Lynn Ward Gray reported YAB (Youth Advisory Board), just completed a spring concert event and are recruiting for 2015-16 year through today; the annual Keeping You Informed (KYI) Town Hall Meeting will take place on Thursday, May 21; KYI AccessVision topics are May-Fire Department & June-Parks and Rec; Upcoming meetings th include May 12 budget meeting & May15th is a joint dashboard development workshop with commission & staff; and gave an update on the first summer of the new Calhoun County Land Bank Mow & Maintenance. 8 applications submitted; 6 of 8 will move forward in the process. g. Battle Creek Public Schools – Luke Perry (Battle Creek Area Math & Science Center) mentioned the Math & Science Center will be offering a couple of summer camps. Scott Cubberly & Karen Evans (Board Members) spoke of the new PULL Team & their meeting dates and other items. 7. Old Business: Overview of the Church Leaders Luncheon was shared. Yvonne Powell represented NIBC, Karen Todd submitted a press release regarding the event. Sam would like to see NPC #2 members attend the Byrne Criminal Justice Grant meeting scheduled Thursday, May 28, 2015, at 6:30 p.m. at Department of Public Works Building on Kendall. 8. New Business: The motion to submit proposed changes (Neighborhood Planning Council Dissolution and Reinstatement Policy) as discussed in the April 13, 2015 minutes was made by Lynn Ward Gray. Seconded by Pastor Joe Hooper. Motion Carried. 9. Public Comments/Member Comments: Sam Gray thanked (again), Dawn Wilkerson for the work she put into stuffing the 1,000 bags for NPC #2. Lynn announced Father John Fleckenstein would like to present on St. Phillip Catholic School at a future NPC 2 meeting; Pro-Law Enforcement Rally on May 16; fundraiser for Washington Heights UMC’s roof on May 30. Hat event at Mt. Zion AME on May 17. Bill Phillips stated the Washington Heights Community House will be one of the site for the lunch program throughout the summer. However, if someone would like to volunteer for an hour, which the volunteer will open and close the community house, that would be great. Pastor Joe Hooper volunteered his time. Also, NIBC has launched a micro enterprise small business loans to the community. 10. Next Meeting: Monday, June 8, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle Creek 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 9:26 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family-driven neighborhood where everyone wants to live.
