NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2
Meeting Minutes – Monday, November 9, 2015 – Department of Public Works
1. Call to Order & Welcome: Pastor Joe Hooper called the NPC #2 meeting at 7:01 p.m.
2. Attendance, Members Present: Samuel Gray, David Drapper, Ron Sweet, Geraldine
King, Bettie Robertson, Jeffrey Dinkins, Kitty Hillian, Bill Phillips (NIBC), Dawn Wilkerson
(NIBC), Pastor Joe Hooper; Absent: Karen Lynn Todd, Sheryl McDonald, Steve Lee;
Members Excused Absence: Vice Mayor Lynn Ward Gray, Terris Todd; Guests: Officer
Chad Francisco (Battle Creek Police Department), Christine Zuzga (City of Battle Creek
Planning Manager), Glenn Perian (City of Battle Creek Senior Planner), Commissioner Susan
Baldwin, Amy Rose-Wallace Robinson (Calhoun County Land Bank), Devon Gibson (Sprout
Urban Farms), Dan Gardner, Hazel Joplin, LaVonza Wilson-Fields, Michelle Williams, &
Roger Williams.
3. Approval of Minutes: Motion to approve the October 12, 2015, was made by Kitty
Hillian. Seconded by Jeffrey Dinkins. Motion Carried.
4. Correspondence (sent/received) & Announcements: Pastor Joe Hooper reported the
Zoning Board of Appeals is scheduled to meet on November 10.
The party interest in purchasing Shelbourne Park is requesting support from NPC #2.
NPC #2 will be drafting a letter of support as requested.
5. Guest Presentation: City’s Master Plan Growth & Development workshop, Houseal
Lavigne (Consultant for the City of Battle Creek) presented to the NPC. They are in the
beginning stages presenting to the various NPC’s. The consultants are seeking
community input on how to improve the City and attract individuals and families to
Battle Creek.
There was discussion regarding code compliance issues and residents would like to see
more economic development in the neighborhood and City of Battle Creek.

b. Police department - Officer Chad Francisco distributed three separate report to
NPC #2

10. Next Meeting: Monday, December 14, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle
Creek.
11. Adjournment: The meeting was adjourned at 8:20 pm.
