Rural Southwest Neighborhood Planning Council City of Battle Creek DPW Minutes of the November 10, 2015 Meeting Call to Order: The meeting was called to order at 6:30 PM by Linda Morris. Members Present: Kingery Clingenpeel, Laura Clingenpeel, Durward McCleary, Linda Morris, Cindy Snyder, Robert Snyder, Sally Wytko, Harry Zimmerman Members Excused: Rex Winslow, Shelby Winslow, George Wytko City Officials: Planning Supervisor Chris Zuzga, BCPD Sgt. Troy Gilleyln, BCPD Officer Derek Walters Guests: Dan Gardner - Houseal Lavigne Associates Tonya Price - Sprout Approval of the Minutes: The minutes for October, 2015 were approved as corrected (spelling of Chief Jim Blocker’s name). Public Service Announcements: Sgt. Gilleyln and Officer Walters distributed the Crime Report for October. They discussed issues of leaf burning (you need a permit), traffic concerns due to MDOT changes on Dickman Rd., assaults among students which occur after school on the high numbered streets, B & E’s, and issues at Oakbrook Apts. We were encouraged to attend police and fire dept. open houses. Chris Zuzga distributed the current Comprehensive Plan for Battle Creek. She introduced Dan Gardener of Houseal Lavigne Associates who will be working with the city during the next year to facilitate development of a new Master Plan. Dan discussed the plan’s scope and questioned the group on strengths, weaknesses, wants and needs for our neighborhood. Tonya Price representing Sprout Urban Farms discussed the organization’s work in developing community gardens and building better neighborhoods. Old Business: We discussed possible locations for future NPC meetings. Sites with no charge were considered. A motion was made by D. McCleary/B. Snyder to meet at The Heritage Assisted Living Center.* New Business: The Nominating Committee recommended that the following slate of officers be approved by the membership. Motion was made by C.
