NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, May 9, 2016 Located at NIBC Board Room d/b/a Southwest Michigan Community Development Corporation Board Room Members Present: Kitty Hillian, Steve Lee, Joe Hooper, Geraldine King, Grace Health, Neighborhoods Inc. (David Kemp III), Ron Sweet, Larz Martin Bey, Tina Woods, Roger Woods, Michelle Williams, Sam Gray Guests: Officer Chad Francisco (City of Battle Creek) handed out stat report, Nancy King (Program Manager, Families Against Narcotics-FAN- of Southwest Michigan), Kelly Brandt, Jeanette Cook (City of Battle Creek), Prentice Thompson, Laura Adams Members Absent: Lynn Ward Gray, Terris Todd, Bettie Robertson, Jeffrey Dinkins, Karen Lynn Todd, Sheryl McDonald, Chemical Bank Call to Order & Welcome: Mr. Hooper called the NPC #2 meeting to order at 7:08 p.m. Mr. Hooper welcomed everyone. 1. Attendance: 2. Approval of Minutes: Minutes of the April 11, Meeting - Approved 3. Correspondence (sent/received) & Announcements: Received information that the Fired Department application period is open from April 23 to July 8. All information is on the City’s website, regarding qualifications and training. Also on the city’s website is that there are Master Plan open houses coming up, including breakout discussion sessions regarding the specific corridors, such as Beckley Road and Columbia Avenue. Information about time and location is on the city’s website. 4. Guest Presentation: Nancy King, Program Manager, Families Against Narcotics, Southwest Michigan, spoke regarding the history and mission of FAN. Discussion of addiction, issues regarding uptick in heroin overdoses, and provided information for members on recognizing and responding to an overdose situation, how Narcan works, trained members on the use of kits and distributed them. 5. Committee & City Staff Reports: a. Fire Department: None b. Police department: Officer Chad Francisco passed out the Crime Stats Report. He read the highlights for the month of April. 16 assaults, four at BC Central high school, 5 B&E’s, (a little high for this time of year) larcenies (9-about average for this time of year). 8 MDOP, 6 drug offenses, and 16 obstruction of  justice (up due to warmer weather). 145 foot patrols during the month of April. Noted issues already at Claude Evans Park already this season. 46 traffic stops. c. Neighborhood Services: Jeannette Cook, Code Compliance Department from the City of Battle Creek, distributed NPC Report, and updated information for the NPC Resource Guides. Asked for people to list homes/lots with weed issues as the weed inspector is back on for the season. City will be adopting the International Property Maintenance Code (for commercial properties). Distributed flyers regarding SWMCDC programs and maps from the welcome center. d. Beautiful Battle Creek Award Nominations: Officer Francisco presented a list that he’s collected to nominate 12 Buckeye, 4 Hazel Street, 194 Garfield Street and 126 College (Dr. Office), 74 N. Washington Avenue (Federal Center). Another nomination from the floor: 410 N. Washington Street. e. Membership: None f. Community Engagement: Still planning the park picnic/block party. 153 North Wood (Washington Heights UMC) on August 27, noon to 4:00 p.m. Discussion of menu (hot dogs/chips/pop) and dessert vendor. Bounce house and pop corn machine reserved. Have string backpacks to give out for students. Sean (Cherry Coke) Gibson is confirmed as the DJ. g. Elected Officials: None present. h. Battle Creek Public Schools: None i. SWMCDC/Neighborhoods Inc. ‘Neighborworks week” is coming up, the second week of June David is working with the Post Community Garden, soliciting projects to get neighbors involved such as planting perennials/freshening flower beds. Soliciting ideas for projects in Post/Washington Heights/Wilson-Coburn neighborhoods. Suggestions included Grace Health (they have a community garden-fence dilapidated). Asked that further suggestions be emailed to him: dkemp@swmcdc.org. Reminder of youth day of caring activity coming up Friday, May 13 at Claude Evans Park. 6. Old Business: None  7. New Business: None 8. Public Comments/Member Comments: Grace Health now has a vision program (Medicare/Medicaid only currently, will be open to everyone soon). Contact them if interested in participating in the community garden. Michelle Williams brought up the issue of gun violence and the importance of young black men needing mentors. Sam Gray thanked a resident for joining the meetings, she lives near Claude Evans park and picks up trash there regularly. 9.
