NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes—December 10, 2018 NIBC 47 N. Washington Avenue Battle Creek, MI 1. Call to Order & Welcome: Pastor Joe Hooper, Chair called the NPC#2 meeting at 7:00 p.m. 2. Attendance: Members Present: Ron Sweet, Lynn Ward Gray, Nicholas Virgil, Kitty Hillian, Karen Todd, NIBC—Kristin Denison, Kelley Dillman, Officer Brad Gentry 3. Approval of Minutes: Postponed to next meeting 4. Correspondence (sent/received) & Announcements: Battle Creek Area Transportation Study (BCATS) 5. Guest Presentation: NONE 6. Committee & City Staff Reports: a. Police Department: Officer Gentry reporting: annual comparison of data from all NPC areas in a new format providing more data and statistics. Officer Gentry will continue to tweak report to make more user friendly. Kelly Dillman- NPC Leadership meetings 4th Thursday @ 5:30 at Police Department, Dinner served. Sharing information on the 2019 Citizen Police Academy, the academy is accepting applications NOW. The academy runs From March 6, through May 15. For more information on what you will learn and requirements; contact Jenny Mualhlun at 269-966-1678 or jlmualhlun@battlecreekmi.gov ; The Be Safe funding project is still accepting community groups request to fund neighborhood projects. Commissioner Gray brought up the discussions we have had around Claud Evens park, safe projects including lighting, surveillance, etc. to counter the negative image the park has been receiving. Elected Officials/Representative: Commissioner Lynn Gray: Highlights from report; Residents are requested to return Parks & Recreation Survey, that were sent out. // there was vandalism at the local Jewish synagogue, the situation will continue to be monitored.// BC will experience a shortfall of the upcoming Budget, the city will be working to adjust to the change. c. Neighborhood Services--- NONE d. Beautiful Battle Creek Award Nominations-----NONE e. Membership—The council moved and seconded to reinstate the membership of the following, with the membership term that expires 12/4/2018.(1) Ron Sweet (2) Larz Martin Bey (3) Prentice J Thompson (4) NIBC and (5) Grace Health. Said members will be contacted for acceptance before submitting names for reinstatement to city NPC clerk. Ron Sweet moved that Sheryl McDonald be removed from membership list, seconded and carried by acclamation. f. Community Engagement: i. NPC2 –NONE 7. Old Business: NONE 8. New Business: officer Rabbit of BCPD will make a presentation at the February Meeting. The council will set up action items around Voter Education, citizen participation & responsibilities, for the 2020 election. 9.
