1. Call to Order & Welcome @ 7:04 p.m.: (Invocation/Moment of Silence)

3. Approval of Previous Minutes: moved by Roger, supported by Kathy: approved
4. Chair Notes/Announcements/Correspondence: None
5. Additions or Deletions to the Agenda: Additions: time for Willard guest and additional time for additional
BCPS guests. Approved by Chair.
6. Police Report: Officer Frantz, report provided and discussed
7. Guest Speaker: Sherry Sofia, Vice Mayor
- Highlighted the importance of NPCs
- Took questions
8. Committee Reports:
a. School: Catherine LaValley was present from BCPS school board, turned time over to Christian
Manley and Palak Patel. The school transformation plan using the recent grant monies was discussed, as well as
the challenge 5 initiative.
** Willard Library Guest Amanda Paffhausen was given time to let NPC know that a Willard
representative will begin attending NPC meetings, to ensure good connection with the library and community.
b. Code Report: Dennis McKinley present. He mentioned the May 9th trip to the Charles M Wright
Museum sponsored by BCPD (https://thewright.org/). Took questions and sent around newly created
issue/complaint tracking sheet. Requested by Chair to have it added to the back of our meeting agenda.
c. Membership: Absences given. Question raised, conversation had, around policy/bylaws regarding
membership attendance.
New Members/Renewals: Still waiting on approval of Patty Poole-Gray as a member by city commission.

Beautiful Battle Creek Award: 51 Alison Drive
9. Old Business: Highway cleanup efforts are appreciated, with a thank you to all of those who participated.
Fall Festival Highlights were mentioned, with a thank you to all of those who
participated.
11. New Business: Dog Park Committee update given by Roger
12. Nominating Committee: Deb Owens chaired this in Fred Bachman’s absence. A motion was made to
rescind all the previous nominations made during the Sept 10, 2018 meeting. Moved by Kathy with support
from Pat Graw. Accepted. Nominations ensued with the final ballot of: Robert Whitfield for Chair – nominated
by Kathy. Kathy for Vice Chair – nominated by Pat Graw. Kristin for Secretary – nominated by Kathy. Hal
motioned to close nominations, supported by Pat Graw.
13. Public Service Comments from Commissioners: Griffin present highlighted the new fire chief and city
manager raise. Conversation around the raise ensued, clarification sought. Question raised about blue ribbon
committee status, Sherry Sofia stated she believes it will start back up after the first of the year.
14. Comments for the Good of the Order: (Comments limited to three (3) minutes per person)

b. Members Comments:
- Hal mentioned a Tea Party event on Thurs Oct 25, 2018 at the Kool Family Center @
630pm
- Catherine LaValley reminded those present of the school board meetings the 2nd/4th
Mondays of each month and that Access Vision covers those meetings Thurs evenings at
8pm and Fri at 1pm.
- Robert mentioned that city committees are open and seeking support/membership
- Robert mentioned the city is looking for ballot workers
