Meeting Minutes—January 14, 2019 Battle Creek Police Department, 34 N. Division St.
1. Call to Order & Welcome: Pastor Joe Hooper, Chair called the NPC#2 meeting at 7:30 p.m.
2. Attendance: Members Present: Ron Sweet, Lynn Ward Gray, Robmieka Gibson, Kitty Hillian, Karen
Todd, Jeff Breedlove, Barbara Travis, GUEST: Kelley Dillman, Officer Brad Gentry, Everett Lanphar,
Chris Lussier, Bridget Banks. EXCUSED: Bettie Robertson
3. Approval of Minutes: postponed
4. Correspondence (sent/received) & Announcements: Calendar of Events for Black History Month,
from The Village Loop. From BC Area Association of Realtors, Community notes/ comments from the
recent community conversations on Fair Housing.
5. Guest Presentation (1) Officer Everett Lanphar, A personal story of the rise in the police department,
from Explore through Cadet, and to an Officer.(2) Chris Lussier the 2017—2018, Community
Development funded project Review. Chris presented graphic charts of the breakdown of the projects
undertaken and supported by the Department.
6. Committee & City Staff Reports:
a. Police Department: Officer Gentry reporting: annual comparison of data from all NPC
areas in a new format providing more data and statistics. Officer Gentry will continue to
tweak report to make more user friendly. For any request, problems or concerns,

i. Kelly Dillman- the 2019 Citizen Police Academy, the academy is accepting
applications NOW. The academy runs From March 6, through May 15. For
more information on what you will learn and requirements; contact Jenny
Mualhlun at 269-966-1678 or jlmualhlun@battlecreekmi.gov ; For information
on the Be Safe initiative contact Kelly Dillman at 269-832-4597 or
kldillman@battlecreekmi.gov
b. Elected Officials/Representative: BC will experience a shortfall of the upcoming Budget.
The city has made several recommendations to be considered as they adjust for this
year’s shortfall.

8. New Business: The council will set up action items around Voter Education, citizen participation &
responsibilities, for the 2020 election.
