Meeting Minutes NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Washington Heights United Methodist Church - Hub of Hope, 153 N. Wood St. November 14, 2022 at 6:00 PM MINUTES 1. Call to Order & Welcome @ 6:09 PM: Joe Hooper called meeting to order. 2. Attendance [Renew/Join (R or J); Member (M); Guest (G); City Rep (C)]: Monique French (M), Lynn Ward Gray (M), Joe Hooper (M), Larz Martin-Bey (M), Bettie Robertson (M), Ron Sweet (M), Karen Todd (M), Grace Health - Jessica Gerteisen (R as Organization), Bill Beaty (C), Yolanda Johnson (C). Excused: Jef f Breedlove (M), Samuel Gray (M), Prentice Thompson (M), Whitney Wardell (M). Absent: Frank Drury (M), Neighborhoods Inc. of Battle Creek/NIBC - Whitney Wardell (R as Organization). 3. Adoption of the Agenda: Moved and supported to adopt the November 14, 2022 agenda with one correction: 1) Location of todays meeting is Washington Heights UMC not Department of Public Works. Motion Carried Unanimously. 7 votes f or, 0 against. 4. Approval / Amendment of Minutes: Moved and supported to approve October 11, 2022 NPC2 minutes with f ollowing corrections: 1) add date to top, October 11, 2022, 2) under correspondence correct Lynn Ward Gray’s last name, removing hyphen as Ward -Gray is incorrect; and 3) under new business correct spelling of Larz Martin-Bey, misspelled Lars. Motion Carried Unanimously. 7 votes f or, 0 against. 5. Correspondence (sent/received) & Announcements: Pastor French invited everyone to Thanksgiving Dinner at the church on Wednesday, November 16, 2022 @ 4:00 PM . 6. Committee & City Staff Reports: a. Police Department/Fire Department: No police representative present, no report. New Fire Chief , Bill Beaty introduced himself and answered questions. b. Elected Officials: City Comm. Lynn Ward Gray announced change in city commission meeting schedule. Last meeting with current commissioners is November 15, 2022 @ 7:00 PM, organizational meeting will be on December 6, 2022 at 7:30 PM immediately f ollowed by city commission meeting. The Human Relations Board has issued a survey and seek residents’ participation in completing it. This is on the city’s website and Facebook pages. County Comm. Elect Monique French announced f irst meeting will be in the new year on January 5, 2023 at 7:00 PM, their organizational meeting as well. c. Neighborhood Services: Y. Johnson reviewed written report provided. Requested any issues members wanted to move f orward. d. Beautiful Battle Creek Award: J. Hooper gave an overview of this award and encouraged members to begin submitting residents or businesses within NPC2 f or this award each meeting. e. Membership: Renew Grace Health (R as Organization) and Neighborhoods Inc. of Battle Creek/NIBC (R as Organization). f. Committees: No report. g. New Business: NPC2 Of f icer Elections - Nominations are as f ollows: Chair: Monique French Vice Chair: Larz Martin-Bey, Ron Sweet Secretary: Prentice Thompson (was nominated by Joe Hooper who stated Mr. Thompson had given permission via phone call prior to todays meeting however he couldn’t attend today. ) All nominees present shared their interest and vision f or position f or which they were no minated af ter which motions were made. Moved and supported to elect Monique French, chair of NPC2 through 12/4/2023. Motion Carried Unanimously. 7 votes f or, 0 against. Moved and supported to elect Larz Martin-Bey, vice chair of NPC2 through 12/4/2023. Motion Carried Unanimously. 7 votes f or, 0 against. Moved and supported to elect Prentice Thompson, secretary of NPC2 through 12/4/2023. Motion Carried Unanimously. 7 votes f or, 0 against. Discussed the meeting f requency f or NPC2 going f orward. Moved and supported to set NPC2 meeting dates on 2nd Mondays at 6:00 PM at Washington Heights UMC beginning January 9, 2023, theref ore, there will not be a meeting on December 12, 2022. Motion Carried Unanimously. 7 votes f or, 0 against. Action item for staff: Council asks this to be placed on the November 2023 agenda to discuss to see if it will continue or be adjusted based on how it worked in 2023. 10. Public Comments/Member Comments: J. Gerteisen announced Grace Health has regular vaccine clinics and they have added 14 new exam rooms. 11. Next Meeting: Monday, January 9, 2023 at 6:00 PM @ Washington Heights UMC. 12.
