MINUTES
1. Call to Order & Welcome @ 7:07 p.m.—Kathy Antaya called the meeting to order.
2. Council officer nominations— Robert Whitfield nominated the following: Kathy Antaya as President and
Katherine LaValley as Vice-President. Kathy Antaya nominated Kristin Blood as Secretary. Roger Ballard
motioned on the nominations and Pat Graw seconded the motion. The motion passed.
3. Attendance [Member (M), Guest (G), City Rep (C)]—Kathy Antaya (M); Roger Ballard (M); Holly Bateman (G);
Bill Beaty (C); Robin Beyer (G); Nancy Hoard (M): Pat Graw (M); Lynn Ward Gray (C); Steven Hatch (G); Caitlin

4. EXCUSED: Kristin Blood (M); Sara Schmanske (M)
5. New Membership & Renewal—On tonight’s attendance sheet, Steven Hatch and Holly Bateman indicated they
would like to become members of the Council.
6. Approval of Minutes—The Council approved the minutes of the 02/10/2020, (David Moore moved and Pat Graw
seconded the motion). The Council approved the minutes of the following meetings (Robert Whitfield moved and
Heather Stratton seconded the motion): 09/12/2022 and 10/10/2022. The Council plans to approve the
03/09/2020 minutes at the 12/12/2022 meeting.
7. Chair Notes/Announcements/Correspondence—None.
8. Additions or Deletions to the Agenda—None.
Police Dept. Report—Officer Caitlin LaValley reported the following:
• Sixteen new officers will come on board in January 2023. They are scheduled to be on the road by April
1, 2023.
• 911 dispatch has experienced high volume of calls coming from the City of Battle Creek.
• A car was burglarized (the car was unlocked).
• There were 16 arrests involving the following crimes: assault, breaking and entering, obstructing police
and warrants. There was a shooting near the corner of Dunning Avenue and Allison Drive.
• Two residents living in the vicinity of 23 Kellogg Street suspect there is illegal activity occurring at that
address. Allegedly, said neighbors have seen drug sales activity at the property. Allegations also include
seeing women soliciting men in the driveway of the property and five dogs (i.e., pit bulldogs) associated
with the property. The Council will note that City ordinance provides properties having more than three
dogs are non-conforming without a kennel license.
9. Fire Dept. Report—Bill Beaty has been City Fire Chief since October 17, 2022.
He stated the following:
• Sometime during January 2023, Station 4 is scheduled to reopen.
• Chief Beaty recommends residents install carbon monoxide detectors with a 10-year life guarantee..
10. Guest Speaker—None.
11. Committee Reports (Comments limited to 3 minutes per topic)—
a. School Report. Robin Beyer, Human Resources Manager for Battle Creek Public Schools, reported the
school district needs substitute schoolteachers, who have at least 60 college credits on their records.
The three individuals elected to the School Board are incumbent Arch McClenney, Board members elect,
Nicole Standback Perry and Dr. Elishae Johnson.
b. Code Report. None.
c. Beautiful Battle Creek Awards—This program is on hold.
d. Food Pantry—The pantry needs food donations.

14. Public Service Comments from Commissioners—Commissioner Lynn Ward Gray reported that Neighborhood
Planning Council 2 will hold its organizational meeting on December 6, 2022. Its first general meeting would
occur January 9, 2023, and the second Monday of each month thereafter, at 6 p.m.

16. Next Meetings—December 12, 2022 & January 9, 2023, i.e., the second Monday of each month.
