1. Call to Order & Welcome: 6:11 pm Pastor French calls to order. Welcomes.

unanimously. 7 for 0 against.
4. Approval / Amendment of Minutes: No minutes from last meeting because there
was no quorum.
5. Correspondence (sent/received) & Announcements:
Did start work at Claude Evans.
Fire Marshall will talk to us shortly.

6. Committee & City Staff Reports:
a. Police Department/Fire Department:
• Cpl. Gentry gives report. 4 for part 1 and 2 crimes. Total 4 of 9.
Numbers are down low.
• CPL O’Bryant: Tearing down trees at Claude Evans. 2 houses on
summerset for illegal drug activity. Been sitting there a lot. Code
compliance has been out there. Consumers shut down electricity. Had
jumper cables hooked up.
• Pastor French asks to define acronyms.

• If they have a licensed tag 6 months or more, tagged as abandoned.
• Houses without electricity are not habitable. Give 72hrs to move forward
b. Elected Officials:
Fire Marshall Cleland. NPC 2 will receive smoke detectors. Sept 21st and
28th. Looking for volunteers. Start around 830 go to 12. 200 homes.
Between 12-15. Volunteers will meet on parking lot on south side of Ann St.
Old field stone. North side of fieldstone.
Commissioner French: medical examiner. Numbers are going back to pre
covid. deaths going down.
c. Neighborhood Services:
Yoland Johnson. Property surveys are majority. Then high weeds. Enforce
until Oct 31st. new code official. Megan Root. Weed control. Normal
violations. Summerset has been an issue. Graves has been a problem
block. A few have warrants. Small end of Graves is better. Larger end has
issues. Property surveys closing out here and moving to NPC 11.
d. Beautiful battle creek awards.

Mary Bourgeois; NPC environmental grant. Pastor French hasn’t heard.
Pastor French: Speeding down Greenwood. Haven’t heard anything lately.
Pastor French: There was also a complaint about music. Cpl O’Bryant. House on
Bowen. If we get a call than person will get a ticket.

10. Public Comments/Member Comments:
Mary Bourgeois. Crop walk is Sunday Sept 29th. Registration 230. 3-430 Liela
Arboretum. No point of contact.
Battle creek impacting violence. Meeting 6pm at second missionary Baptist church.
This Thursday. Always second Thursday.
Pastor French. We have been working hard to change narrative. Beautification
projects. Thinking of ways we can improve and making it a great place to be and live.
If we see stuff that needs to happen bring to meeting.
Betty Robertson: grant about neighborhood supposed to be going? Pastor French:
Washington heights have received 44 applicants. Completed 3 roofs. Waiting for funds
to be released. Home owners have to have energy audit. A whole process. We just

received grant. Betty asked about grant the city received.
County received opioid settlement. They just allocated money to Alano Club, Bronson,
Gracious Homes, The Haven of Rest, Milk Like Mine, Share center, Substance abuse
council, Substance Abuse prevention
Discussion about neighborhoods receiving grants.
Cpl O’Bryant says that other cities are sending homeless to battle creek. Most officers
are seeing new faces. You have people outside our community coming here to get
resources. Discussion.
John Kenifick. Running for Ward 2 commission. Watched city commission meeting for
20 years. Discussion.
11. Next Meeting: Monday, Oct 14th at 6:00 PM @ Washington Heights UMC.
