MEETING MINUTES URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Second Monday @ 7:00 p.m. MEETING MINUTES September 9, 2024 1. Call to Order & Welcome @ 7:03 p.m.: (Invocation/Moment of Silence) 2. Attendance Member (M): Kathy Antaya, Kristin Blood, Sharlene VanLuven, Fred Bachman, Nancy Hoard, David Moor, Roger Ballard, Heather Stratton, Catherine LaValley, Cheryl Roberts, Joanna Hacker, Johnny Vick, Guest (G): Leona Parrish, Dennis Shedd City Rep (C): Cecil Rose, Eric Morris EXCUSED: Paul S, Otto O., Patty P.G., Curtis R. 3. Approval of Previous Minutes: David M moved to approve minutes from August. Heather S. supported his motion. Discussion point of clarification if the gas station on Michigan and Bedford would have a carwash, no. Passed unanimously. 4. Chair Notes/Announcements/Correspondence: Kathy A. communicated that the recycling program now accepts pizza boxes that are minimally soiled. She also welcomed new members Cheryl R and Mario. Catherine L. uplifted the news story that Mr. Johnny Vick had a local field named after him. 5. Additions or Deletions to the Agenda: None 6. Police Report: Officer Rose was present and provided a police report which was discussed with those present. There have been several B&E and several local houses have been condemned. Q&A with those present. 7. Guest Speaker: None 8. Committee Reports: (Comments limited to 3 min per topic) a. School: Catherine L. discussed the start of school, testing, community input on a 5 year strategic plan and fall sports/homecoming. Q&A with those present. b. Code Report: Eric Morris was present and provided a code report which was discussed with those present. There has been a rise in inoperable vehicles. He recapped the several complaints at Arbor Point and the success moving forward. Q&A with those present. c. Food Pantry: Roger B. commented that there is a pop up food pantry on Sept 17 at the church. d. Library: None e. Nominating committee: Kathy A led the discussion on the process and positions leading in to nominations and elections. Heather S. has volunteered to head the nominating committee. 9. New Membership & Renewal: None 10. Beautiful Battle Creek Award/Nominations: Sara S. has been in discussions with Vanessa at the city and they are catching up on previous nominations before making any more. None for this month. 11. Old Business: None 12. New Business: Kathy A. spoke about reviewing our bylaws and the necessary meeting attendance to remain an active NPC member. It was moved by Kristin B to revoke Jack McCulley’s membership as he had not attended several meetings per Kathy A.’s findings. Cathay L. supported the motion. David M. did ask if he was excused if Mr. McCulley was excused if he served on other boards, he was not. Passed unanimously with one dissenting vote. 13. Public Service Comments from Commissioners: Commissioner Roger B. was present and spoke about a new license plate detection system that will be going in to use here within the city. He was unsure of how automatic tickey issuance would occur, however he and Officer Rose would follow up next meeting with more information. He also mentioned he would be attending a MML conference coming up and that there is a drone flying certification process here locally through WMU. Officer Rose did mention the city has 4 drones currently in use on patrol here within the city. 14. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: None b. Members Comments: Kathy A. stated there is a scrap tire recycling happening in Marshall on Sept 23 from 12-430p. David M. mentioned he was glad to see the Urbandale area with new businesses. Sara S. asked about Chief Bagley coming to our NPC as a guest speaker. Roger B. lifted up the work that Habitat for Humanity is doing with several new houses in the area of Woodlawn and Cedar. 15. Next Meeting: Oct 14 16.
