Thursday, March 8, 2012 Michigan Tile & Carpet, Community Room 7-9:00 p.m. 1. Call to Order / Time Convened: 7:03 p.m. 2. Attendance: All present signed in? Yes Members: Cynde Foster, Phyllis Hopkins, Gloria Mansfield, Joel Fulton, Tim Conlogue, Ward 4 Commissioner Elizabeth Fulton, Trudy Hall Absent: Excused: Susanne Moreno-Thurman, Chris Simmons City Officials: Jeanette Cook Guests: Jolene Lussier, Carrie Redner, John Henneck, Kim Jankowski (Principal-Coburn Elementary), Dr. Garth Cooper (Principal-Springfield Middle School) 3. Addition or Deletions to the Agenda: 4. Approval of the Previous Minutes: Approved the Minutes from December, January, and February. Motion by Cynde Foster, 2nd by Phyllis Hopkins, motion carried unanimously. 5. Election of Officers: Elections were held. Tim Conlogue and Trudy Hall were unanimously elected as Vice Chair and Secretary respectively. The vote for chair was 5 to 4 electing Gloria Mansfield as Chair. Following this vote it was deemed that our newest members should not have voted as they were not yet confirmed by the City Commission. The vote for Chair will be held once again at the April meeting. 6. Correspondence and Announcements: 7. Speakers: None. 8. City Staff Reports: a. Golden Service Reports: Jeanette Cook – Just got fully staffed; catching up on rental registrations. b. Police Department: Sgt. Fickle – In our area we had 4 B&E’s and 9 Larcenies; there was an energy audit scam by a guy with a permit and ID Badge who entered the home and convinced the elderly owner to stand in the kitchen with a “monitoring device”, went through the home and stole everything small and valuable, and then “gave” the home owner and instant cash refund from some of the money he had just stolen. Committee Reports: a. Commissioner Reports: Vice Mayor Fulton: On 3/20 @ 5:30 p.m. in Room 301A @ City Hall there will be a workshop on helping citizens with physical limitations to utilize the linear trail and bike lanes more efficiently; workshops will be coming up on the budget and infrastructure on Capital Avenue SW; Construction on Downtown Phase 3 will begin on May 9th (for more info, visit www.downtownbattlecreek.com) b. Schools: Kim Jankowski – Coburn Elementary is starting Kindergarten Round up. Dr. Garth Brooks – doing Partners in Innovation which is an intensive school improvement and creating professional learning communities c. Membership (new additions/deletions): Voted to accept Jolene Lussier and Carrie Redner. Motion by Cynde Foster, 2nd by Tim Conlogue, motion carried unanimously with Vice Mayor Fulton abstaining as it will come before the full City Commission. d. Beautiful Battle Creek Award: 58 East Goguac, Salvador Robles and Maria de Los Angeles e. Businesses –  8. Old Business to be finalized: Rose Yore of SNAP Preschool of First Congregational Church spoke of need for additional space for 60 kids and would like to be open by July and would like the NPC’s support. 9. New Business: Jolene Lussier is seeking the approval of NPC#3 for a special use permit for a hair salon at 355 West Territorial Road. Motion by Cynde Foster, 2nd by Gloria Mansfield, motion carried unanimously with Vice Mayor Fulton abstaining as it will come before the full City Commission. 10. New Business for Future Meetings: Jolene Lussier is seeking a special use permit at her property 11. Public /Guest Comments? Presented spot Zoning of Capital Avenue SW at the request, Jerry Gault, the owner of Marketing Plus who would like his building to be zoned residential. The consensus of the NPC members was not to engage in the support of spot zoning. Susan Bedsole agreed to attempt to help with a letter from the city. 12. Members Comments?
