Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday August 14, 2014 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at the Michigan Tile & Carpet Community Room in Battle Creek, Michigan on August 14, 2014. The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Gloria Mansfield, Cynde Foster, Phyllis Hopkins, Matthew Marble, Ryan Lothschultz, Patrick Barnett, Serena Long. Absent, Excused: Chad Curtis, Joel Fulton, Tim Conlogue, Robert Ashley Absent, Unexcused: NONE City Commission: Andy Helmboldt City Staff: Code Officer, Elijah Martin. Police Officers, Troy Gilleylen and Erick Hegelmann. Guests: Stacy Helmboldt, MaryAnn Taylor 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: Motion by Ryan Lothschultz and Support by Cynde Foster to adopt the previous minutes dated April 10, 2014, May 8, 2014 and June 12, 2014. Members discussed. Motion carried with all members vote in favor. 5. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence, Historic District commission correspondence, typical neighborhood council interest correspondence and other announcements to the council and guests. 6. Speaker: There was no speaker for this meeting. 7. City Staff Reports: Police Department: (Reported at start of meeting) BCPD Officer Troy Gilleylen gave an oral report of recent public safety and police department updates to the council. Officer Gilleylan also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues to the council and answered questions. Council members and guests engaged in an open discussion of neighborhood and city code issues. 8. Committee Reports: Commissioner Reports: Gloria Mansfield read message to the council from Commissioner Mike Sherzer. Commissioner Andy Helmboldt spoke to the council and guests about up-coming issues before the commission, including the city manager search. Commissioner Halmboldt also answered questions. Council members and guests engaged in an open discussion of issues. Area Schools: Stacy Helmboldt, New Principal of Coburn Elementary of Battle Creek Public Schools spoke to the council. Stacy also answered questions. There was no representative from The Lakeview School District present at this meeting. Membership (new additions/deletions): There were no new additions or deletions to members. 1 Beautiful Battle Creek Award (Residential and Business): Residential: For the Month of July is 82 Wiltshire, the home of Cathy Winer. For the month of August is 382 Goguac, the home of Mark Alexander. Businesses: No Business / District report. 9. Old Business: The Council continued conversation of restructuring NPC Name, Boundaries. A Motion by Cynde Foster with Support by Patrick Barnett was made to change the name from “Coburn, Roosevelt, Territorial, Wilson Neighborhood Planning Council – NPC 3” to “Central Neighborhood Planning Council – NPC 3”. Members discussed. Motion carried with all members vote in favor. A Motion by Ryan Lothschultz with Support by Cynde Foster was made to maintain the current geographic boundary structure of the Central Neighborhood Planning Council – NPC 3. Members discussed. Motion carried with all members vote in favor. 10. New Business: None 11. New Business tabled for future meetings: Continue discussion of Central Neighborhood Planning Council – NPC 3 by-laws and agenda structure. . 12. Public /Guest Comments: None 13. Members Comments: None 14. Adjournment: Motion to adjourn by Cynde Foster and supported by Patrick Barnett. Motion carried with unanimous vote. Meeting adjourned at 9:02 pm.
