Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday April 9, 2015 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on April 9, 2015. The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Gloria Mansfield, Phyllis Hopkins, Joel Fulton, Patrick Barnett, Ryan Lothschultz. Absent, Excused: Cynde Foster, Serena Long, Matthew Marble. Absent, Unexcused: Chad Curtis, Timothy Conlogue. City Commission: Mike Sherzer, Lynn Ward Gray City Staff: Elijah Martin, Chris Dopp, Police Officers: Kurt Roth, Alex Barton and officer Cipcic. Guests: 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: None, No Quorum 5. Speaker: Chris Dopp, City of Battle Creek Public Works Director spoke to the council and guests about mapping and road programs for the future, focus on maintenance and other public works issues. Chris Dopp also answered questions and council members and guests engaged in an open discussion of public works issues. 6. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence, Historic District commission correspondence, typical neighborhood council interest correspondence and other announcements to the council and guests. 7. City Staff Reports: Police Department: (Reported at start of meeting) BCPD Officers Barton, Cipcic and Roth distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officers also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues. Elijah also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Mike Sherzer and Lynn Ward Gray spoke to the council and guests about the current state and up-coming issues before the commission, including Alcohol permitting for special events, Bid for city’s master plan vision, budget process, city manager performance committee, the city’s youth advisory board, congress and the push for cyber security sector at the fort, BC Vision, city attorney performance committee, Lynn and “Keeping You Informed”, and possible mission for the Base. The commissioners answered questions. Council members and guests engaged in an open discussion of issues. Area Schools: There was no representative present from Battle Creek Public Schools, or the Lakeview School District.
