Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday April 14, 2016 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on April 14, 2016. The meeting convened at 7:00 pm with council chair Patrick Barnett presiding. 2. Attendance: Call to attendance by sign-in. Members: Cynde Foster, Ryan Lothschultz, Gloria Mansfield, Phyllis Hopkins, Timothy Conlogue, Matthew Marble, Patrick Barnett Absent, Excused: Joel Fulton Absent, Unexcused: City Commission: Mike Sherzer City Staff: Police Officer Craig Long. Dennis McKinley, Ted Hanson, Chris Dopp, City of Battle Creek Guests: David Kemp, Robert Ashley, Rick Beardslee, Ben Potter, Tim Ward, Jordan Ward, Michelle Bush-Ward, Kim Plested, Steve Plested, Scott Edwards, Christine Kosmowski, Justin Crane, Shawn Davidson, Amy Davidson, Roger Thomas, Sandra Thomas and Others 3. Addition or Deletions to the Agenda: None. 4. Approval of the Previous Minutes: A motion by Cynde Foster with support by Matthew Marble for the approval of the February and March 2016 meeting minutes. Motion passes with all present voting in favor. 5. City Staff Reports: Police Department: BCPD officer Long distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officer also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is 269.781.0911 Code Compliance: Dennis McKinley distributed Code Reports, gave an oral report of recent code and other city related issues. Dennis also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Commissioner Mike Sherzer gave an oral report of recent and up-coming issues for the city and city commission including a specific residential issue, Battle Creek becoming a “Welcoming City”, budget and budgeting process. The commissioner answered questions and council members and guests engaged in an open discussion. Chris Dopp and Rick Beardslee addressed specific concerns of residents of Riverside Dr and Riverside Pwy. Council members and guests engaged in an open discussion of these concerns. Area Schools: None There was no representative from Battle Creek Public Schools or the Lakeview School District. Membership (new additions/deletions): A motion by Ryan Lothschultz with support by Matthew Marble of the removal of Serena Long as a council member by acceptance of resignation. Old Business: None 7. New Business: None 8. New Business tabled for future meetings: Grant from Southwest Michigan Community Development Corporation. 9. Speaker: Calhoun County Water Resource Commissioner, Christine Kosmowski and civil engineer, Justin Crane gave an oral report and presentation to the council and guests about the Blackmore Drain that included history, structure, problems, solutions, a timeline of changes, and financial responsibility.
