Rural Southwest Neighborhood Planning Council St. Peter’s Lutheran Church Minutes of the April 12, 2016 Meeting Call to Order: The meeting was called to order at 7:00 PM by Linda Morris. Members Present: Laura Clingenpeel, Durward McCleary, Linda Morris, Cindy Snyder, Robert Snyder, Shelby Winslow, George Wytko, Sally Wytko, Harry Zimmerman Members Excused: Kingery Clingenpeel, Robert Harland, Rex Winslow, City Officials Present: Planning Supervisor Chris Zuzga; BCPD Officer Tom Burke; Chief Building Official, Ted Hanson; Community Asset Administrator Dennis McKinley Approval of the Minutes: The minutes for March 8, 2016 were approved (Motions by D. McCleary/ R. Snyder) Public Service Announcements: Officer Burke distributed the Crime Report for March. He pointed out that many of the stops listed are just to make police presence known. Increased presence in the mall is due to decreased security by mall personnel. We were reminded to be sure to contact the police whenever we observe someone we deem to be suspicious. Ted Hanson, new Chief Building Official, discussed his background and the duties of the department. His goals are prompt scheduling of building inspections and positive perception of the department Dennis McKinley discussed his role as a liaison between the police department and other community service agencies in an effort to take care of multiple needs with one visit to a residence. Information distributed: - “The Signal” transportation study for April - NPC 9 Code Report for 3/8/16 to 4/11/16 (clarification was made about the early/late garbage ordinance) - Updated/corrected Police Districts and Grids and NPC Boundaries - Updated/corrected Voting Precincts and NPC Boundaries - A survey from Williard Library Chris Zuzga reminded us of the second Leadership Meeting to be held May 2nd. She discussed the design workshop for the Master Plan which will be held May 10 and 11. All Master Plan meetings will take place at the Department of Public Works building. There will be a specific meeting directed to the Beckley Road corridor on Wed. May 11 at 5:00 pm. This is our opportunity to voice our opinions on the use of this area so we were encouraged to attend. Chris discussed the $1,000.00 grants which are offered to NPCs. We decided to apply for this grant to clean up the landscaping of the Lois Drive berm. Shelby Winslow will look into obtaining estimates for landscape maintenance of the berm. Linda Morris shared an email from Helen Guzzo regarding Families Against Narcotics (FAN). Old Business: None New Business: Linda shared a proposal to relocate the entrance of City Hall. Concerns were expressed about the funding of this project, and panhandling issues at the current entrance. Linda also expressed her frustrations with the amount of time involved in serving as chair of an NPC, and the need to get younger members involved with our NPC. She indicated that she will be stepping down as chair this year. The meeting was adjourned at 8:10 p.m. Motions by B. Snyder/C. Snyder Next meeting: Tuesday, May 10, 2016 at 7:00 pm at St. Peter’s Lutheran Church Master Plan Workshop, Wed., May 11, 2016 at 5:00 pm at the DPW, 150 S. Kendall Street, to discuss the Beckley Rd. corridor.
