Council Minutes – April 11, 2016
Meeting at Christ United Methodist Church
Call to Order: The meeting was called to order at 7:02 PM by Robert Whitfield, chair.
Attendance: Robert Whitfield; Brian Steele; Sara Schmanske; Paula Scarbrough; Curtis
Roberts; Deb Owens; David Moore; Walt McIlroy; Hal Longman; Terry Lancaster; Pat Graw;
Joshua Fausey; Bev Case; Fred Bachman; Kathy Antaya, Rebecca Runyon; Catherine LaValley;
Paul Sajtar; Johnny Vick. Excused absence: Freeman Thomas. A quorum of at least seven
members was present.

Guests included: Norman Hull; David Kemp. City staff included: Dennis McKinley; Ted
Hanson; Officer VanDyke.
Additions/deletions to the Agenda: Changes to agenda order.
Previous Minutes: Minutes from March mtg were approved by voice vote.
Police Report: Our new liaison, Officer VanDyke provided an oral report of crimes in the
Urbandale area in April, and answered members’ questions. He noted that 53 “foot patrols” were
conducted in our NPC area.
Grant Discussion: NPC #5 is applying for a $1,000 grant through SWMCDC. The grant
application must be submitted by June 10. Monies can be spent through June of 2017, per D.
Kemp. Several ideas for using the grant were discussed. Continued discussion and final vote on
the preferred use of the grant will be conducted on May 9. Top 5 ideas:
- Urbandale Homecoming or Fall Festival – Urbandale Holiday Lights – Books for Urbandale
school libraries – Holiday lights for Leila Arboretum – Donation to Leila Arb. Children’s Garden
School Report: Catherine LaValley, gave us an update on schools.
Goals for Greatness
School closing choices were tough decisions, but necessary for improving all BC schools.
Code Report: Dennis McKinley gave report. “Weed Inspectors” start in May – the City
requires property owners to keep lawns mowed regularily. Ted Hanson, new Chief Building
Official, will do the monthly code reports for our NPC.
Beautiful Battle Creek Award: Sara Schmanske nominated 207 Ludwig.
Comments for the Good of the Order: SWMCDC offers many services for homeowners, and
for those wanting to own their own home. Please contact them!
As BC residents, we are encouraged to attend BC City Commission mtgs. Held the 1st and 3rd
Tuesday each month.
