Meeting Minutes
Thursday August 11, 2016
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on August 11, 2016. The meeting convened at
7:01 pm with council chair Patrick Barnett presiding.
2. Attendance: Call to attendance by sign-in.
Members: Ryan Lothschultz, Phyllis Hopkins, Matthew Marble, Patrick Barnett, Kim Plested, Timothy Conlogue, Scott
Edwards, Gloria Mansfield
Absent, Excused: Cynde Foster, Joel Fulton

City Staff: Chris Lussier
Guests: Jennifer Bouchard, Pat Fosdick, Toccara Rose, Randy Ramsey, George Bratcher
3. Addition or Deletions to the Agenda: None.
4. Approval of the Previous Minutes: A motion by Tim Conlogue with support by Matthew Marble for the approval of the
June 2016 meeting minutes. Motion passes with all present voting in favor.
5. City Staff Reports:
Police Department: No officer present at meeting
Code Compliance: Chris Lussier distributed Code Reports, gave an oral report of recent code and other city related
issues. Chris also answered questions. Council members, city staff and guests engaged in an open discussion of
neighborhood and city code issues, other business and solutions.
Committee Reports:
Commissioner Reports: Commissioner not present at meeting.
Area Schools: Catherine LaValley from the Battle Creek Public School Board gave an oral report of recent and
up-coming issues for the district including the process moving forward on the Southwestern Academy building, te
beginning of school session, the district walk, and up-coming board meeting. Catherine answered questions and council
members and guests engaged in an open discussion.
There was no representative from the Lakeview School District.

Placemaking Committee: Patrick Barnett, update on the B-cycle Station, BC Whitewater: A motion by Tim
Conlogue with support by Matthew Marble for the approval of a Letter Of Support to BC Whitewaters efforts on the
Kalamazoo River. Motion passes with all present voting in favor.
