Thursday September 8, 2016
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on September 8, 2016. The meeting convened
at 7:00 pm with council chair Patrick Barnett presiding.
2. Attendance: Call to attendance by sign-in.
Members: Joel Fulton, Ryan Lothschultz, Phyllis Hopkins, Matthew Marble, Patrick Barnett, Scott Edwards,
Gloria Mansfield
Absent, Excused: Cynde Foster, Kim Plested, Timothy Conlogue
Absent, Unexcused:
City Commission: Mike Sherzer
City Staff: Jason Francisco
Guests: Jacqueline Slaby

4. Approval of the Previous Minutes: None
5. City Staff Reports:
Police Department: No Officer Present
Code Compliance: Jason Francisco distributed Code Reports, gave an oral report of recent code issues. Jason
also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood
and city code issues, other business and solutions.
Committee Reports:
Commissioner Reports: Commissioner Mike Sherzer gave an oral report of recent and up-coming issues for the
city and city commission including Panhandling and Commissioner Flores wanting a taskforce to see the effects on the
community, . The commissioner answered questions and council members and guests engaged in an open discussion.
Area Schools: Catherine LaValley from the Battle Creek Public School Board gave an oral report of recent and
up-coming issues for the district including the process moving forward on the Southwestern Academy building, te
beginning of school session, the district walk, and up-coming board meeting. Catherine answered questions and council
members and guests engaged in an open discussion.
There was no representative from the Lakeview School District.
