NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes- Monday September 12, 2016-SWMCDC Board Room 1. Call to order & Welcome: chairperson, Joe Hooper called the NPC#2 meeting to order at 7:00p.m. 2.Attendance, Members Present: Kitty Hillian, Jeffrey Dinkins, Larz Martin Bey, Yvonne Powell(SWMCDC representative) Officer Chad Francisco (BCPD) Lynn Ward Grey, Devon Gibson (Sprout) Steven Lee, Ron Sweet, Prentice Thompson, Joe Hooper, Sam Gray. 3. Approval of Minutes: Motion to approve the August 8, 2016 minutes was made and supported. Motion carried. 4. Correspondence (sent/received) & announcements: Notice on meeting for Historical council and planning council meetings were cancelled. Please see notices on website. Announcements: Comm. Grey showed the website were the all the notices, agendas and minutes for the NPC meetings, planning council and other boards are listed. BCA- transportation study is was handed out and is available at the website at www.bcatsm-po.org Renters Roundtable meeting on September 29th, 5:00-6:30, at Salvation Army,400 Capital Ave, NE, Battle Creek, topic” Bed Bugs, the Problem & The Treatment”, all are welcomed to attend. Start Up Festival- For small business, September 30- October 2, 2016 at McCamly Hotel, potential new business and volunteers needed, Generation E Institute. Opportunity Fairs- leading up to the Job Fair, September 22, 2016. BCVision/workforce Development Committee, September 13, New Level Sports- 9:00am-5pm, September 14, Lakeview Square Mall-11: am-7: pm, September 17, community cultural center, and September 22, 9am-4:00pm Kool Community Center. Mr. Lee - HECM (FHA Home Equity Conversion Mortgage- for more information about this program 1- 855-304-4441. 5. No Guest Presentation 6. Committee & City Staff reports a. Police Department- Officer Chad Francisco reviewed the crime and foot patrol reports. He shared information on a drug bust, which also confiscated 5 weapons to remove all the streets. Last month 70 foot patrols and 23 traffic stops. Questions about- Police chase on Greenwood Street, concern of children in the area. Comm Grey- stated that Maj. Simons looking at map of area where there are shootings to find residents that may know some of the people involved. Comm Grey- stated that Pastor Wynn of Second Baptist would be willing to host a meeting around issues to curb violence. Questions about shooting on Ann ave that was not listed on the report. Officer Francisco checked the records and was able to verify that this did occur. Officer Francisc0 stated that city staff (including police department) were going through the “Disney” training model, or way of approaching people. b. .Neighborhood Services- Chris Lussier- Quarterly leadership meeting for councils was a Department of Public Works. There were questions about inspections and resource information was given out. Byrne Grant- is a collaboration of many community organizations along with the city. Calhoun County/city was awarded 4.8 million in grant for demolition throughout Calhoun Co, of this the City of Battle Creek 2.5-2.8 will be able to utilize. The County Land Bank will administer this money. The county has designated certain properties and they may be an opportunity to present other properties not currently on the list. Question- Mr. Lee about homeowners doing the repairs (electrical) and not being required to have licensed contractors. Chris stated he will check on that information, but they are required to have permits. Question-- The historical society that denied homeowner the opportunity to side home with aluminum siding? State only gives a ruling if there are Federal dollars involved for the rehab or repairs. Local Historical district gives ruling on other matters. Chris will investigate this question more? Questions were asked with the demolitions, what will happen to vacant property lots? There is a plan to offer those lots to adjacent homeowners. c.. Beautiful Battle Creek Award Nominations- Questions were asked about 74 Ann Avenue, and 330 Wood Street. Comm. Grey stated that they are announced at the city meeting and they are going down the list each time. d. Membership- welcomes Prentice Thompson e. Community Engagement Sam Gray – reported out on the “Block Party” event that took place August 27, and was inside at Washington Heights UMC due to the rain. They gave out 285 back packs, of the 290 they received. There is approximately $330 left on Meijer’s gift card, and $300 in the community project fund. Thank you’s were made to the NPC2 volunteers and other community volunteers. The school had the representatives of the local school present at the event. There registered students to provide for a follow-up during the year as to the progress of the students. f. Elected Officials Comm. Lynn Ward Gray- informed of the plan to rename a portion of Hubbard Street for Dr. Velma Laws Clay, with more information coming when that will occur. City Manager goal setting workshop 6:00pm at Department of Public Works. The meeting at Grace Health around the Farm” had some with concerns about code compliance on care of farm animals. The conversations centered about chickens, goats and bees this was one of two or three meetings. City will discuss and make a decision on this issue. Residents are always welcome to come and voice their opinions. 7. Old Business-None 7. New Business- Questions was asked if NPC2 wants to take a position around the issue of the farm animals. It was decided that a speaker come to provide more information on this issue. NPC There is an invitation from JPG Resources ” the new business in the NPC located at 223 E.
