Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday November 10, 2016 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on November 10, 2016. The meeting convened at 7:03 pm with council vice chair Joel Fulton presiding. 2. Attendance: Call to attendance by sign-in. Members: Cynde Foster, Phyllis Hopkins, Gloria Mansfield, Timothy Conlogue, Joel Fulton, Scott Edwards Absent, Excused: Patrick Barnett, Ryan Lothschultz, Matthew Marble Absent, Unexcused: City Commission: None City Staff: Officer Derek Walters, Jacqueline Slaby Guests: John & Paul Wilson, Sarah Smith, Sophia DiPietro, Sean & Lewis 3. Addition or Deletions to the Agenda: None. 4. Approval of the Previous Minutes: NONE. No Quorum. 5. City Staff Reports: Police Department: BCPD officer Jed Reames distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officer also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is 269.781.0911 Code Compliance: Jacquelinee Slaby distributed Code Reports, gave an oral report of recent code issues. Jacqueline also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Area Schools: There was no representative from Battle Creek public Schools or the Lakeview School District. New Business tabled for future meetings: International Property Maintenance Code Presentation by Jacqueline Slaby 9. Speaker: A.S.K. – All Species Kinship – Urban Agriculture / Farming The opinion of this group is there should be no farmed animals inside the city based on their opinion that some people will lack knowledge and resources to properly care for their animals and will be irresponsible. In the alternative, if an ordinance is passed, they are in favor of heavy regulation and fees to fund the inspectors as our current animal control staff is already stretched thin. They are also in favor of walking onto people’s property uninvited based on neighbor complaints. They claim a chicken can cost as much as $1,000 to rehabilitate and state there is no certified avian veterinarian in the immediate area. Over the counter bird vaccines will be discontinued in January due to overuse. They offered statistics based on a Minneapolis location and gave numbers of cases but refused to disclose percentages making a comparison impossible and the information useless. It was said that “percentages were not helpful to their presentation.” They were allowed to speak for over an hour on their presentation. 10. Public /Guest Comments: None 11.
