Central Neighborhood Planning Council – NPC 3 Trinity Methodist Church 10 W. Bidwell; Battle Creek, MI 49015 Call to Order/Time Convened: 7PM Attendance Members: Cynde Foster, Cari L. Briggs, Trudy Hall, Joel E. Fulton, Tim Marske, Gloria Mansfield, Robert J. Kist, Tim Cole, Jerry Dill, Tim Conlogue Excused: Penny Dill City Staff: Duska Brumm (recreation), Todd Everson (field services), Tom Rivera (BCPD), Commissioner Chris Simmons, Chris Lussier (code) Guests: Kathy Domenico (Willard library), Ron Sweet (NPC# 2 vice chair), Karen May, June Cortright, David Henkel, Wes Seeley (BCPS), Brandon Phoenix (BCPS), Colleen Jewell Addition or Deletions to the Agenda: Speaker from Parks & Rec Approval of the Minutes: Motion by Jerry Dill 2nd Joel E. Fulton to accept the Minutes of September 13, 2018. CARRIED City Staff Reports: Police Report: Officer Rivera handed out reports. Kelly Dillman of the Byrne Grant and Be Safe told us that the Steering Committee met discussing how the grant writing was More difficult than anticipated, so a one page submission will be Accepted on smaller grants. Tim Cole (from our NPC) will support A sub group interested in applying for grants (as they aren’t just for NPCs) that want to improve their neighborhoods to deter crime Within the 4 NPC areas (1, 2, 3, & 4) of the Byrne Grant. Annette Chapman will be head of this process. Kelly spoke of the “Be Safe” Meetings that are held on the 4th Thursday of the month at the new Police Dept. 5:30pm is food with The meeting beginning at 6-8pm. These meetings are for residents To engage, network and discuss anything happening in their area. Code Report: Chris Lussier handed out reports and a map of the 2017-18 Community Development Target Areas-CDBG and Home Funded Projects by Type, Amount, and NPC. Beautiful Battle Creek Awards: Residence: 19 Fountain St. Business: 567 Territorial (Battle Creek Bible Church) Commissioner Report: Subjects asked of Commissioner Simmons were the Payment by the City to house prisoners in the County Jail. Questions on Back Flow Project on Commercial Buildings and Residential Properties Were asked. We were told information will be sent in the water bill. Schools: Wes Seeley (BCPS) told us they are in the midst of their transformation (New curriculums, library updates and more). In the future two new Schools will open (Fremont will have languages and a Stem School at the High School-application only). Their “reading buddy” program still needs Volunteers. An attendance program implemented called “challenges”. Lakeview- no one present Membership: A motion by Jerry Dill 2nd Robert J. Kist to accept Karen May of 291 Battle Creek Ave., 269-719-5949 as a New Member. CARRIED Business Report: None Place Making Committee: None Old Business to be finalized: None New Business: None New Business for Future Meetings: None Speaker: Duska Brumm City Recreation She passed out the Parks and Recreation Master Plan Purpose & Process. Their mission is to provide recreation programs and services that improve The physical health and well-being of the individual and community. Their planning process will include public input, NPC Meetings and an Assessment survey; draft plan (open one month for review and comment And open houses to review plans); Planning Commission; Public Hearing; Public Hearing; City Commission; Submit to DNR (where Grants come from- Recent one Willard Beach). She handed out a survey to all in attendance. Public/Guest Comments: A guest stated that on his runs he found the water Fountains in Bailey Park were not working.
